Not any RPGs with a dedicated post-apocalyptic environment. I've always used generic systems with a post apoc coat of paint on them. In this case: Savage Worlds. Very newbie friendly and the way the rules are geared, very fitting to a post apoc world.
Apocalypse World is pretty easy to get into. Rules for players are straight forward. Character creation takes about 15 minutes if you print out the sheets.

So it's clear that when it comes to BBEGs, Necromancers are totally unbalanced compared to other classes, only Wizards and maybe a few clerics and druids (and one or two rogues) even come close to being able to hatch plots so immense and powerful that their thwarting justifies a party of adventurers to go out into the land, perform epic feats while fulfilling epic quests, and ultimately save the land from those classes' evil hijinks.
So how do we make other classes besides necromancers competitive in the BBEG stakes?
While I can't help too much until I know the exact system (because each class has different amounts of power in different systems), I CAN say that if you want to make a BBEG that can wreck the land as well as piss off the party then you can go down this route.
This one's pretty easy.
Cleric - Cult leader.
Barbarian - Evil Warrior king a la Legate Lanius.
Fighter - Mercenary badass biggest motherfucker in town or like an evil, Dark Knight kinda guy.
Rogue - Shady manipulator a la Izaya Orihara from Durarara.
Artificer - lunatic genius with a magical anarchists cookbook running an organization outfitted woth custom gear

No, but in D&D 3.5 according to Knowledge skill rules, it can be quite difficult to identify the race of a high-level person. So in that setting apparently leveling up changes your appearance in unnatural ways.
In fact it's technically impossible to know your *own* race if you're untrained, because it's DC 10 + level and you auto-fail anything over 10.

Tell me /tg/, what can you do when the GM forces a subplot out of nowhere, even when it is completely irrelevant to the story and the feel of the game?
Last night we had our first game of the year so were just sandboxing a bit. Then our female fighter went to have a beer at a shady looking tavern when she notices a guy cloaked in black standing next to her, and much to her shock is the BBEG, an absurdly powerful vampire lord.
The BBEG tells her to not be afraid even if she is scared as fuck, and commends her on stopping his plot to kidnap a princess and turn her into his thrall, which we did 2-3 games ago. Then he leaves, but first says he has something for her, gently takes her hand and slips a ring on her finger. When she is out of her shock she notices is a wedding ring.
So, now there is going to be a dumbass romance plot even if the fighter isn't even girly and is even confused for a man when she her face covered and doesn't speak. I told the other play what I thought and the worse of all is that they weren't only okay with it, but said it was "honestly kind of hot".
Romance in games never works, and more so when it is with the fucking villain of the story. I mean, what the fuck is with the GM?

So I am an aspiring GM and I have picked and bought a system I like. I asked around on here and people pointed me towards FATE as my first system to GM.
It seems pretty easy to digest and handle. Now I have another issue: resources.
What are some tips and resources I should be looking into for my first campaign. I want to do a campaign inspired by the show "Weeds" where the PCs are selling drugs in a world of magic to repay their debts.
Where should I go to make maps and stuff? What are some of the simplest, most elegant solutions to visual aids that you have seen?

A *clear* (does not necessarily mean detailed) description is your best bet. Unless you're an artist with time, or you have some extra time for prep to find some art asset you're looking for, pictures are also nice for NPCs and monsters or whatever

It can be good if not over used and if you don't do some stupid shit like play it every battle because "ITS THE BATTLE THEME GUYS" or "ITS THE FANFARE hurr hurr"

Don't over prepare and just roll with the punches. Don't be nervous because, honestly, people want to play and don't really give a shit if you're not a natural voice actor. If they see you're trying, the other players will do their best to make the session a good time

Know your rule set. Read over sections in detail between sessions and try not to over prep (you will have a good idea of what over prepping is over time). Be mindful and really learn to pick up inspiration from players on the fly. For example, in the one shot adventure I'm running for friends, instead of stealthly taking out hobgoblin gaurds in an outpost as I had originally designed it, one of the spell casting pcs sent telepathic messages to some bug bear mercenaries posing as a god and caused an uprising against their "inferior" goblin kin sending the place into chaos, which honestly, was much more amusing than what I originally had planned.

TO join in, I'm new at this GMing thing too. I've run two sessions so far and have spent most of my time mucking about with creation and rules, since most of my friends haven't played before. I've got a few central NPC's, a villain who will attach to a larger conspiracy, and the party have been put on the trail. What I'd like is combat tips, given my players are level 3 and only somewhat maximised, how high a level necromancer can I pit them against? The necromacer has had full access to a small town for two months and has taken approximately 100 bodies. I intend him to be level 7 or so, is this highballing it?

Tell me about the vampires in your setting /tg/, do you have your own subversion of how they are portrayed, or do you play them straight? After reading the Vampire Counts army book I want to try and change how a vamp functions after drinking large quantities and/or special types of blood, like a dragon's.

I guess I subvert them. Was never keen on vampires, so I instead tied them into the same undead family as liches. It's all linked up in blood and death magic, and all for immortality. Through various means, mostly blood sacrifice, a sorcerer can become a vampire, an immortal undead monster blah blah you've seen it all before. Their bat-shapeshifting, blood magic, and allergy to sunlight and god isn't just disease side-effects, and is tied into their magical power. All vampires used to be some kind of mage. They can spread their influence by corrupting the blood of thralls through kinky biting, but it never goes full-on vampire plague on its own). Vampires must consume the blood of the living to fuel their immortality, but those old enough can ween themselves off of it, becoming even more magically powerful at the expense of their flesh. So the oldest vampires still kicking around are skeletal liches of limitless power and ancient knowledge.

It's sort of a subversion on the "noble monster", big castle and fancy jews kind of thing. They used to be powerful noble families, but after over-hunting and expanding their broods beyond any ability to sustain themselves they started to fall apart. So they were forced to engage in aggressive expansion to keep their bloodlines from starving, but in addition to their ailing state and unwillingness to let internal grudges die, their armies were eventually worn down and they were defeated. Most of them now live in decaying manors, shabby apartments, or abandoned estates trying to hold whats left of their families together and clinging to past glory. With the exception of a select few families that have managed to reclaim their old holdings or integrate into society, they're more like glorified drug addicts than anything else.

Inspired by ancient steppe cultures, or at least how historians back when talked about them. Roving bands/clans live in the high plains, riding giant bats and berghasts. Keep bats like hawks too. Live in the cave riddled hills during the day and ride out at night to fight each other for turf or raid nearby settlements for blood.
