Depends on a lot of things, but in Star Trek ship shields stop beaming to/from it.

Pretty sure that in Star Trek at least cloaking devices preclude the operation of things like transporters due to power consumption and emission dampening. Transporters also can't pierce shields it seems, when that's pertinent.

Beyond that I'm gonna go with an inexplicable sense of fair play among the space pirate community.

Fiction notwithstanding, I'd say its because most criminals/pirates tend to be uneducated and poor do-it-yourselfers so the tech skills needed to really run high end military technology are uncommon. Also, cloaking devices and military transporters are not really off the shelf items. How many real-world pirates have antiship missiles and can use them, and how many have Zodiac boats with outboard motors and AK-47's?

That being said, in the aftermath of a major war where one or more major powers collapsed/pulled back in some way - I can see a crew with a few ex-military people and some salvage tech trying to make a buck or two. However, after the forces of law and order move into the region, such a pirate gang would likely be target #1.

Read the WEG Star Wars d6 "The Far Orbit Project" for a take on a similar type of vessel.

It's the day of the Chunin Exam's final round. You're excited to be able to watch it this time instead of having to compete. You wake up and head downstairs, eating breakfast with your uncle.

"Thanks again for all the help yesterday, Kon." he tells you. "Today'll be a lot slower what with most people at the match, so I can handle everything here. You just go and cheer on your friends."

After eating, you leave the restaurant and your uncle to his work.

You've got a bit over an hour before the matches actually get started, so you don't have to head to the stadium right away. You could meet up with somebody first and head to the match together. Or there might be enough time to get filled in on what happened last night.

Goals for this year!

Domesticate animals to have a new source of wealth into the clan, one that's not dominated by Mesut, We don't specifically need to control the meat distribution, it can be the settled herders, but it's important that the wealth is distributed and not centered on a single family.

Get the fucking talks with the strangers started and start inviting them to live with us, I prefer we do this unification thing in this lifetime thank you, Don't forget to seek the stranger leader that we gave the spear to, we honored him greatly with that gift and he will be more welcome to our words.

Just got through reading through the archives btw. Great quest. Literally the only issue I have is that there isn't more of it. Which is less an issue and more a compliment.
