The classic highschool heartthrob and jock, he grew up into a bit of a loser. Before anyone shits on it, you should look into Age of Sigmar. Its rules are simple yet allow you to try different tactics/strageties with its various factions and rules. Make your own decisions about it because it isnt for everyone and people will try their best to make it sound absolutely horrible. I will admit that it may be tricky to find a community to play it because you'll get crucified for just being interested in it. Same goes for Fantasy Battles and 40k. You cant go wrong with any of these but each should be weighed of its pros, and cons. MY advice is to go to the different generals and ask around. I havent really done anything in terms of RPG's but i would freaking love to. I just dont have a community to get a foot in with to be able to do so. Also, go to any and all FLGS around you and find out what is played there. You dont want to get into anything and find out that it isnt supported.

Ability to select classes and form parties. Named characters with personalities so that I think "Oh, those two are going to a dungeon to level, neat" instead of Generic Fighter #34 and #32 altering some numbers on a spreadsheet.

Maybe instead of players creating the adventurers from 0 offer them a variety of characters they can choose for their guild, that way you can create a good experience with character development.

With Russians I'd have Tsarist forces rounding up and liquidating everyone like they were by the Soviets.

Well, Imperial Russia quite enjoyed slaughtering the Siberian peoples, so you could go with shamanic vengeance from the tundras, which could be a lot of fun.

I'd also recommend using various colonialist retributions for the British as well- they were responsible for a shitload of deaths in India and Africa. Almost certainly more blood on their hands from that than crusading, especially given that Britain was a minor participant (and they'd have to deal with Arabic Muslim ghosts, anyways).

Japan had their own fair share of massacres in China and Korea, although they like to deny it. I'd go with that angle if it were me.

Well, why would they? If they're not military, its not their duty. If they're not religious, they're not doing it for faith.

I know that some merchants scrape together private security forces and mercenaries to do military stuff for them, though the ones I know of were heretics. I suppose nobles could use their private guard, but they'd probably send them against a rival noble more than waste them against enemies of the Imperium that the Guard are supposed to be fighting.

At best, you could probably do something with Rouge Trader houses, but they'd do whatever they do for profit or glory or to explore new stretches of galaxy. They probably wouldn't need an army, and an influential enough one to get one could probably just call in the Guard for a favor.

It's not impossible, there's just very few good reasons or examples, especially since 40k is a setting build primarily around a wargame, so of course the fluff is going to focus on things you can use in the wargame.
