Yes, you discarded the card. Jace ability checks if there's 5 card and it flips. If you pay the madness, jace ability resolves first and he doesn't flip.

When you discard a card with madness you're given the option to pay the madness as a special action. If you choose yes it's put in the exile zone, if you choose no, it goes to the yard.

Is there ANY setting which does Tolkien Elves correctly?
I'm so sick of having either stupid edgy elves or humans-but-better who are really good at magic and archery. Or god forbid, both at once. Either be original or make a good copy. There's no need to even have a race called Elves, even less so if you make a shallow plagiarism. This is where the post turns into a rant.
It should be apparent that elves are not a common sight by the time of Lord of the Rings. Why else would be Frodo so surprised to see Elves in the first place, then downright shocked when he finds out they're High Elves? Tolkien's Elves are more like angels than a regular race. There's even the same contrast between Elves and Men that there is between angels and humanity in christianity. Angels are "purer" and more powerful, but spiritually inferior to humans.
Elves don't have an afterlife. If their body gets destroyed they just get to stay at the Halls of Mandos forever, because their souls are bound to the world, while the souls of Men are only temporary visitors to Arda. As a result they get slowly and irreversibly tired of living, and they'll still keep doing so for as long as the world itself exists. That's why only mortals themselves consider mortality to be a bad thing.
And High Elves, unlike those of many other settings, aren't a separate race of elves. Even Elves and Men are technically the same species. High Elves are the "best" race other than the Ainur because they got to literally live with the gods and eat, drink and breathe the divine long before any of them went east. Any elf born in Middle-Earth is bound to be less powerful than one that has been to the Undying Lands. The whole race is getting collectively weaker until they all finally go West.

As a proposal, if you're planning to include elves as a playable race in your setting and INSIST in calling them elves and vaguely keeping the Tolkien vibe, consider making them a sub-race of elf-like humans instead, like the Dúnedain. For gameplay purposes they'll be elves, but won't have the baggage of having to act stereotipically elvish.

Question: Can normal people eat (possibly slightly burnt) dead Orks?
As in, on one side, we have a bunch of starving Guardsmen with their Commissar dead cut off from everyone else with no rations or anything but a bunch of Orks that they offed, and they're getting hungry.
So they eat the dead Orks, ignoring how they taste.
Are they going to up and die because of stuff in the Ork meat itself?
This is kind of a thing, because the Dwarf Fortress in me designed an Ork farm and I want to be sure it would actually be worth building apart from a setup for Beast House's Ork smuggling operations.

What is your opinion of this system? have you ever played it?
Played Dresden files. Honestly, FATE is just a ridiculous boring system. It encourages you to improvise as a player and use your player's stories as hooks as a DM, but nothing amounts to much more than a +2 here or a -2 there.
I think the 2nd edition CofD games have hit the right formula for story informing mechanics and play.

I've played it.
I like it.
A lot of people don't seem to enjoy it, though. There is a bit more emphasis on the players creating content for the game, through choosing interesting aspects to creating interesting situations with activating aspects. A large number of players seem to be playing RPGs like D&D with a Killer DM, and so remain cautious all the time and avoid taking initiative; Fate is far better at letting players have the chance to run around and do their own thing (mostly).
I've enjoyed the ability to craft my own aspects (and skills, in previous versions) and to make a character that really can do what I'd like to see, as opposed to working out what the most effective character the system will generate around a particular idea.
I like it.
The combat really does have something to be desired but Ive always preferred games that were RP and Investigation heavy.
As for FATE Accelerated. The "stats" are vague and can be made to mean anything.

But ive found tweaking the names a bit into a "homebrew" version works wonders for one shot games of various genres.
I once ran a pretty successful Heist one shot game using FATE Acc.
