How do I find players that want to have DRAMATIC MONOLOGUING with the NPC enemies?
Everyone I find is either a zip lipped murder hobo or a "but the realistic choice here would be absolute, immediate violence before it can be inflicted on me" and then behaving exactly like the zip-lip.
I write two paragraph backstories for my main enemies and start /every/ fight by trying to talk with the party and I just can't get shit out of them.

Play by their rules and have your baddies shoot first. Then when they're bloodied and broken you can have a Tarantino-esque chat with them.
As a player, I often tend to get self-conscious of my character being too wordy and I try to not hog the spotlight.
If you'd like people to talk a bit more, maybe politely suggest as such before the session starts.
I guarantee most of them are holding back to try and be polite.
That's easy. Try talking to them when they're not trying to kill each other.
Alternatively make them hate the NPCs so they'll want to enter a bit of verbal combat. This can be done by

>having enemy NPC create an obstacle so they have to go the long way around, make sure they know it was him
>having them brutalize friendly animals, not humanoid NPCs. Even most cynical rollplayers don't take it well. Especially if you're graphically detailing it
or
>if they manage to not get murdered by the party make them reoccurring, maybe not immediately as another foe
or
>make them waifu bait so they'll try to give her the D
Or some combination of the above.

I remember attending a stage hypnosis show in high school, and while it was rather entertaining, what really amazed me was when a friend of mine, who had not been initially selected to go up on the stage, fell into a trance while sitting in the audience. We thought he had sort of fell asleep while sitting up, and we couldn't rouse him awake.
Without missing a beat, the hypnotist lead him gently onto the stage, and made him do all sorts of outrageous stunts for our amusement. It was quite surreal.

My girlfriend and her friends liked playing the DC Heroes roleplaying game as kids. Years passed and they started to drift apart.
I got my gf into tabletop and roleplaying games when we met in college. It gave her the idea to maybe get her old posse together again. She broke out the DC Heroes again and called them up.
We're three days in and my gf is doing well managing the whole thing. She said we should create our own heroes and stick to the game's stat system.
Her and I did well, but her friends lazily just went off whatever came to mind first. Despite their lack of enthusiasm, they quickly got back into it. Stories were told, gossip made, jokes about my gf and I having super kids, and so on.
My character is 5'10" like me, but my gf is 5'5" so she wanted a tall character. If she knew I was even sharing the idea of her character, she'd kill me.
What's your favorite superhero system?
I used to play "Marvel Universe RPG" (the diceless one) and i really liked that one. Then i played a little of Savage Worlds with superhero add-on and it was extremely unbalanced. After that was "Mutants and Masterminds" and "Wild Talents" Both did great, but the second one is ubalanced like hell but still fun.

Hero System, specifically Champions Complete edition. I find that after you learn the basics of the system it goes extremely fast through combat. Non-combat is solved easily with either skill rolls or straight ability rolls and the group I play with consists entirely of close friends so it's always fun.

kxe1 is key. At that point, the only moves black can make are to shuffle the queen between a1 and a2. March your pawn up to h8, promote to a knight, and then take the pawn on c4, follows by the rook on b3 when the queen is on a1 for mate.
