Hey, I'm attempting to GM a game with a group of my friends. I've never GMed before and only one of them has ever played a tabletop roleplaying game before.
For an absolute beginner working with mostly beginners, what system should I use? I was thinking about going for GURPs but I'm still not sure.
As for my game itself. It is set in the Fallout Universe (the popular video game series), except I'm deviating from the established lore and am setting my roleplay in china. The premise is that the Chinese also survived the nuclear war and had vaults of their own .
And here's a simple backdrop I wrote for the players.

On October 23rd, 2077 the world ended. The People’s Republic of China and the United States of America launched their nuclear arsenal at one another, destroying human civilization within the course of a few days. After the apocalypse, vaults and bunkers across China began to open and people found a transformed world. A world where life dies and death lives, and radiation breeds perverse, monstrous things.
The largest vault of them all opened, its monstrous metallic door screeching open exactly one hundred years after the bombs first fell. The vault belonged to the Chinese People’s Liberation Army, who sealed two companies, all up consisting of 500 men and women, away under orders from the Chinese government. When they re-emerged, they discovered a changed world. Civilization seemed to have reverted thousands of years, with past technology either entirely forgotten or held as mythical objects gifted from the heavens. Mutated beasts and bandits traverse the wastes ready to prey on any unlucky traveller. Warlords assemble and march armies across the irradiated plains, competing for the little there is to have in this destroyed world. The historical teachings of Mao had been swept from the world, bringing back a China that more resembles its ancient, classical form.
With their superior technology, the People’s Liberation Army quickly and easily descended from the Inner Mongolian Mountains and carved out a functioning state around Langzou. The conquest took less than a year, but after that their weapons and supplies begun to deplete and degrade. From then on conquest slowed, and within a few years stopped entirely. Now the newly formed Communist State finds itself surrounded on all sides by warlords, bandits, mutants and monsters.
Don't do any of that.
Get a few pre built modules and run/play those. Probably shadowrun or d20 modern for the type of world you want.
Desperate to find an escape from the undesirable position the state currently sits in, the People’s Army sends out scouts to traverse the wastes in search of pre-war technology. A particular scouting party is sent to traverse to the ruins of Beijing and find the government’s bomb shelter that is believed to lie underneath The Great Hall of the People. There’s likely to be documents there that could help locate armaments, or possible information to where the governing body of the communist party would re-establish itself in the course of war (if anywhere).
This is where you all come in. With your bags packed and weapons ready, you set out from Langzou for Beijing. Which way you decide to go is entirely up to you.

So, a friend of mine has been wanting to get the Chaos models in the Dark Vengeance box, and I've decided to go halvsies with him and take the Dark Angels.
However, I usually need to find an aspect of an army that I love before I can get fully behind them. I've been reading the Dark Angels codex, and they seem to be much bigger dicks than I thought. In addition to that, the codex only ever fixates on their OBSESSION with hunting the Fallen and make it seem like they do literally nothing else. Same for their successors outside of the Guardians of the Covenant (who I loved beforehand).
Do these massive, throbbing dicks have any redeeming qualities? Does the 7th edition codex exacerbate their obsession with the Fallen compared to previous editions?

Play one of their successor chapters.
Angels of Absolution are similar, but they're not as obsessed with the Fallen.
Alternatively, you can make your own chapter and play them. 40k is great for stuff like that.

They have a sick rivalry with the space wolfes dating back to before the Horus Heresy. The end result is that every time DA and SW meet they each pick their bravest warrior to fight a duel of honor. Dark angels are all about honor, but their own comes first. I would suggest you read the HH books about them before making any decisions.

So I guess so much needed context is in order.
I was asked to run a game I had been reading Cthulhu d20 but i felt like adding a bit of Scooby Doo and steam punk to it So I said lets go BESM to make it slide. Also still using D20. One of the players said I want to make a steam punk magic fueled Adepta sororitas.
So I thought about it and if you look at Warhammer 40K it has a slight Lovecraft feel so I allowed it. We've got a colorful cast of characters and i was trying to pool data but hit a roadblock with Warhammer.
I'm trying to lay out 2 crashed ships and get data on the Warhammer universe to no avail. I was wondering if some of you can help.
I'm not sure how to layout the two crashed ships. It's been centuries (7k years) since they hit and they are major ruins on this planet. The two ships are Cairn Class Tomb Ship and a Abyss-class Battleship.

So, one way that (in universe, at least) some people thing about Chaos Undivided is that the Chaos Gods are not just a pantheon, they are minor parts of a greater whole, either broken or intact but schizophrenically fighting themselves.
Assuming they are broken, what would they look like if broken further, or if the totality was broken along more general lines?
Take Khorne and Tzeentch, for example. Khorne is a very proficient commander, and Tzeentch would have to be at the level of grand strategy if nothing else to be able to manipulate wars to his benefit. Take the higher level military command aspects from both, and you end up with a Tzeentch who is a very good politician and wizard but would have trouble manipulating a battle beyond being able to get the right people in the right place, a Khorne who gives no thought to war as a whole and focuses entirely on individual accomplishment and slaughter, and a third god of passionless warfare. A being who directs campaigns with tactical genius that would make Creed blush but thinks nothing of glory or of making things needlessly complex. Moving from battle to battle, war to war, with a minimum of casualties on his own side and the exact right amount of casualties to ensure that the enemy is well and truly broken but without wasting a single bit of valuable ammunition.
Any ideas, or is this total garbage and I should feel bad for thinking it up?

Well, basically, the idea is to take an aspect of a chaos god, check if there's something similar enough in a different one to fold it together, and work with what you get.
For instance; Nurgle and Khorne. Nurgle endures. Khorne fights. Cross the two aspects, and you get a god of siege and attrition; attack his champions, and expect to lose half your invading force to the environment before you even get to start fighting. Cross Khorne and Slaanesh, and you get a god of warriors; their only joy will be battle, and only against worthy opponents. Nothing about torture and sexual decadence, and they will simply bypass the weak rather then killing them as a matter of course. They seek only to be better warriors.
I can't do a whole new pantheon myself because I'm mostly familiar with Khorne to a pretty strong exclusion of the others; they just don't interest me like the grumpy old bastard does.

That being said, the place to start would be with their aspects. Who represents what.
Khorne represents battle, war (different from battle), bloodshed, slaughter (different from bloodshed the way I'm using it), martial honour, a warriors code (again, different), possibly a warrior nobility, duty, and survival of the fittest. You could reasonably make some sort of chaos god out of each of those aspects. Just make sure that none of the other gods would have any influence in it (Slaanesh, for instance, attracts warriors with an over inflated ego, and could have its fingers and other body parts in several of those things) before you make it; either take care to separate the two aspects, or combine them fully.

I've only ever done text based online but since I live in a fuckhuge city I've been considering dropping by one of those TT meetup groups.
And yeah, it's dreadfully boring without a core group of friends. Most folks, myself included, use it as a glorified chatroom with movable avatars.
They ran some Kickstarter a while back but the updates have been dragging on for years. Been bleeding players for a decade so there's not many left besides ultra diehards and people who invested too much time/money to leave.
I dig the custom isometric art in the dreams though many stand empty nowadays. And there's a few places left with 60-100+ concurrent players.
