Hell, by some definitions ancient Athens would probably qualify with their Pharmakos.

Depends. Do you want them to be xenophobic, and if so how? Would they exclusively sacrifice warmbloods as proof of their domination over the lesser, or would they stick to coldbloods for the purity, or would they just go for whoever it's most politically convenient to off?
Think of it from a political point of view and then work things out from there, I reckon.
Also, if we're talking about something lovecraftian then chances are that it doesn't care about the blood at all and it's all just stuff the lizardfolk have made up to make themselves feel better.

Song of Swords is a realistic fantasy tabletop RPG that draws inspiration from historical fechtbuchs, weapons and armor. Its combat system is fast and it can be used for both fantasy and historical/mundane settings.
Call of the Void is a pulpy sci-fi tabletop RPG about fighting space-nazis and hunting giant whales with harpoons made out of the moon. Its combat system is more modern, based in the early 20th century, but can probably handle combat up to the present day.

This quest takes place within the lands of the Five Great Shinobi Nations (aka Narutoverse) starting roughly around the beginning of the original series. The world of this quest remains similar to the original, with slight but notable differences in certain areas, based upon the passage of time from a single slightly altered event.
(It’s a goddamn Naruto Quest, you bastards. Have fun, participate, and write in when you feel inclined. Most of the outcomes of this quest will be determined by you, the players. Critiques and questions are always welcome, as my knowledge of the weeby shit is not all encompassing.)

Last thread, Tsuki Norihime and friends set out from the Valley of the End towards the Land of Hot Springs. Along the way, they discovered a village under attack by frightening monsters that nobody present had ever seen. The creatures cut a bloody swathe through the village, seemingly killing the peasants at random; all while exulting their master- someone called Lord Orochimaru. Opting to not get involved, the shinobi party fled towards Yugakure, the stop for the night. Tsuki and Hinata both seemed to suffer from horrible dreams….
The next day, the team headed towards Reisui Village, home of the client and the victims of the bandits you were to hunt. Reaching the village without incident, Tsuki was able to gather information from a fruit merchant, at the price of a pouch full of fruit. Returning to the others, a plan was formed to lure out the bandits-
“Forward, peasants! Onward towards Yugakure! The Norihime Family doesn’t pay you to simply idle around!”
Lee and Guy immediately begin to pull the cart. Guy seems like he’s enjoying himself, while Lee is loudly huffing and puffing as he struggles to keep pace with his sensei.
“Faster! Faster! 10,000 Ryo for you both if we make it there before nightfall! Ohohohohohohoho!~”
The speed at which Lee and Guy are pulling increases, and you begin thundering down the southern road….

I literally blew two hours of a session because my faggot player thought that he could flank a person in 5e because there was a pc behind him. Said PC was currently paralyzed by a hold person spell, and as the DM, I ruled that no, the player could not in any way shape or form consider that a "flanking" action.

If your player keeps arguing after you've made your ruling, say something like "Regardless of the actual merit of your argument, I'm making a judgment call on the basis of my role as arbiter of the rules. I want to keep to keep the game rolling and not get bogged down in a debate over the minutiae of the rules, so please set your objections aside for now. You can talk to me after the game is over if you want to challenge this ruling going forward, but this one needs to stand so we can make progress today."
If there is more argument, then something like this might be appropriate: "As GM, it's my job to make decisions like this so please don't turn this into a fight. If you have overall objections to my performance as GM, we can discuss that after the game is over, but in agreeing to play a game with me as GM, you've agreed to my authority over the game. I'm the guy you chose to put in charge. So please let me do my job."
And if there is still argument: "Stop. I've made my ruling. You are wasting everybody's time and turning what should be a fun game into a heated argument. Nobody wins. I'm sorry you think that I am misapplying the rules, but that's my mistake to make. And ultimately, as per rule zero, my authority supersedes that of the rulebook. So not only am I the one tasked with rendering judgment in cases of dispute, but I am also authorized to overturn existing rules as I deem fit. Play the game or don't play the game, but I've made my final decision on the matter at hand."
And if they still object: "I'm through discussing this. Accept my ruling and play, or walk away from the table. Those are your only options."
