Long story short, I was pulled in to a Pathfinder game online by a friend. We haven't played yet, but one of the other players is making some bullshit-smelling claims, on top of being a dick. He refuses to say what the build it, but he says he has a powerful character, one that involves multiclassing Monk.
So far he's said:

I already asked and it's not Druid/Monk/Barbarian doing shapechanging things. I'm smelling bullshit, and an abuse of either a monster race as a player character, new player race creation rules, or homebrewed items. I also suspect Synthesist Summoner, but that doesn't explain anything below "Can attack 5 times a round."
My question is this: What is this build? Is this even legal RAW?

I like to keep it kind of a suprise.
In my current campaign I've been building up a mysterious location called the "pillars of glass" which I plan to reveal as the remains of an ancient city.
I'm not a fan of just outright saying "we're in the future" though, so when contemporary or futuristic tech is introduced I try to describe it in vague terms ( i.e. a handgun is described as a small metal box with a handle on the side, cars are odd shaped metal carriages, etc.) and let them figure it out once they have enough evidence to realize it.
I need some help coming up with good ideas for small whimsical quests. Things you'd let very low level characters do, preferably with a bit of humour in them. Or just quests that help the player get into the feeling of no longer being a big bad world devouring barbarian but a first level Noober who has to watch out with running because he has asthma.
So please, fa/tg/uys, give me noob quests.

Get sent to kill rats in a tavern basement, end up exposing corruption at the highest levels of government because the bad guys keep leaving Resident Evil notes everywhere and cackle maniacally in public.
Help out a revenant to reach its goal (goal like see its relative/loved one again and ask for forgiveness, players finding the way and clues to location). Be sure to make it feely.
Guard a vineyard from goblins. Goblins aren't particularly aggressive and violent, they just steal and eat grapes even if they are sour, and owner barely makes ends meet.
A druid is in distress: wolves are becoming too numerous, and game and nearby villages might be in danger. Reduce their numbers, druid thanks you and tells good things in his Circle to other druids.
Bring some scrap metal to fix water pump. Find out the water is poisoned. Check out a cave that connects to aqiufer, find a cult of Kuo-Toa or other peskers.
Check the crumbling wizard tower: villagers worry about strange screams from it. Convince the moss-covered golem you find inside that musical career isn't well-suited for it, and it will be much more helpful working in the village.

Look up some symptoms of mental illness, possibly? Insanity and mental illness isn't random, there's a method to it.
Scar from FMA freaking out and killing two people becase they have blue eyes? Good example. There's a defined reason for his actions and a reason it doesn't happen again, but it's clearly because he's not stable in the head.
Your character might have a different moral code to your standard character in the setting, so their actions just don't gel with regular "cause and effect" or "logic".
Anton Chigurh (though not CN) has a good scene where he's clearly FURIOUS at a man for "marrying into" a business. But he doesn't kill him without wagering the man's life on a coin toss.
Why did he do that? We sure as hell don't know, but he clearly had a reason that made sense to him.

1. Find insane character you like in media, book, etc. Better, 2-3 different characters with close or similar behavior. If your character of choice is annoying to other people in that work, or to readers, ignore him and select different character.
2. Closely learn their behavior. Try to find logic and consistency in their actions. It may be twisted, but it should be there.
3. Adapt learned material in your character.
