One of my players would like to have a copy of Blink from Dishonored to use in our games, would you allow it in your table? Would you fluff it as an adept power or a spell?
For those that don't know what it does, it lets you teleport/move really really really fast in a ten metre sphere around you. You can't move through anything that blocks your path or to anywhere you can't see.
Athelstan is a lonely man that craves companionship. He is full of regrets on past mistakes and selfishness that cost his group their lives, now he makes up with it by dedicating himself to the men and women currently under his care, putting them always before himself. It feels dark, so at first you assume that it's Piccolo, but this energy makes Piccolo look like nothing. In fact, it makes Goku look like nothing.
You can tell that Goku and Krillin feel it too, and the two of them begin searching for the source.
"What is it?" Bulma asks.
"There's a huge power headed right for us!" Goku answers.
"And it's coming in fast!" Krillin adds.
You see something approaching from the distance. As it gets closer, you can plainly see that it isn't Piccolo. It looks human.
The figure slows down and lands on the island, not far from Goku.
He's tall, with long, spiky black hair that stretches down his back. He wears some sort of armor that resembles what one of Kochin's bio-warriors had been wearing, as well as some sort of green eye-piece.
"Well, it took me some time to track you down," the man says, addressing Goku. "But here you are, Kakarot."
"Kaka-what?" Goku asks.
The newcomer chuckles. "Don't play ignorant with me, Kakarot. I would know that face anywhere."

You are Second Lieutenant Samuel Fischer of the United States Marine Corps Second Marine Expeditionary Unit, and right now you are conducting your final approach on Heligoland Base, having just gotten approval to touch down after a group of Swedish Gripens needed to make an emergency approach. Slowly throttling back the nuclear powered thrusters of the Avenger, you stabilize yourself in midair about ten yards above the landing zone for your squadron, gently touching back down onto solid ground once again. From there it’s a short walk into your hanger slot, where you and Foss both pop out of the cockpit, stretching your limbs after over half a day of confinement in the cramped TSA. Popping your helmet free, you breath in unfiltered sea air once again for the first time in what seemed like ages. Even better, Pam was nowhere in sight at the moment.
For that matter, it looked like you were the last ones back, your patrol leg having carried you the furthest away from the grids you were all assigned to. Chasing the boomer had also easily plopped you off course another hundred or so nautical miles as you had played grab ass 20,000 leagues under the sea. Ground crews were already hard at work clearing salt water deposits from engine exhausts and spraying off the rest to clear any residue that might cause rust to build up. Godbound General!
What is Godbound? It's a 3pp Pathfinder class that basically transforms Pathfinder into a brand new game, though still a d20 game.
In Godbound, you play a Godbound. You're a superpowered godling whom no mortal hero can stop, no matter how powerful they are. If you're a level 1 Godbound and the other guy is a level 20 mortal wizard, you'll win because your can fling your divine powers at them and they'll have no chance of resisting. Your only opposition comes from other Godbound.
What kind of Godbound can you play? Think of an Exalted type. Those are the playable Godbound, because Godbound's setting is actually just Creation from Exalted. So you can play a Solar Godbound, a Lunar Godbound, a Sidereal Godbound, an Alchemical Godbound, or whatever.
What do you do in Godbound? Take over the world, try to make the world better, or both. But don't worry, because this game doesn't have any clunky domain management rules to slow you down. You'll just have to trust in your GM to fiat how things work in downtime.

Does being able to target different parts of your opponent's body add depth to combat, or is it just needless complexity?
Depends on the game.
It works in more gritty, realistic stuff, or really gratuitous action like Evangelion, but for more over the top or dramatic systems it's often needless granularity that can be handwaved and blended into other stuff.
