I have a situation you just might be able to assist me with.
I have worked very hard to keep my non-human races non-human in my setting.
I hate non-human races that are just humans with a few details changed.
That said I've only managed to keep this working by having most of the few non-human races at the players meet be the rare exceptions.
Mostly.
My issue is that the plot is winding its way towards the players visiting an Elven village located in the middle of a large river.
And everytime I try and design what the village will look like it comes out being far too human-centric.
How do I design a nonhuman, elf village based on sitting in the middle of a river?
The relevant racial qualities of elves in my setting are cold resistance, predominantly eat fish, somewhat aquatic but breathe air, and are magically proficient but not dramatically more so than other races.

Seriously, have none of you ever visited an Elfen Village in whatever Fantasyland you frequent and wondered why elves have the exact same structures, buildings, facilities, and general elements of society that humans do?
But even forgetting that they are a different species, just the fact that they choose to live in and on the water would modify how the village is designed.
Unlike human villages on the river, they aren't focused on trade and in fact generally avoid visitors.
They do love to fish, but how would a race of beings that are as comfortable in the water as out develop fishing differently than their human counterparts?
I suppose they might be much like tropical island fisherman despite being in a river.
I designed my elves to be resistant to cold because they are aquatic and so many water sources are deeply cold.
Also it allows the opportunity for more exposed help skin and a reasonable justification for it.

Changing water levels will be a concern. Houses will need to either be elevated or adaptable to being flooded. Existing human cultures ironically provide good inspiration
We all know that the mating can happen if the dragon is taking a humanoid form.
However, how can a human mother give birth to a half-dragon offspring? Is it physically possible?
Can it be possible with magic? If so, what kind of magic should be used on the mother in order to breed a healthy offspring?

Genie vanishes briefly, then reappears. He tells you that he just helped broker a treaty to end the centuries-long secret war between our world and the Dark World. You wanted peace between the two worlds, not *within* them, right?
Alternatively, genie briefly negotiates peace treaties between all current warring groups in the world. I assume your player didn't ask for "everlasting world peace".
No one said that peace had to last, maybe the peace only exists because everyone is thrown into stasis, making a quest for the party.Also you don't need a genie to have power of that scope to have a genie

it's two colours, the borders are obviously drawn in paint, and seem to be completely arbitrairy.

I'd be tempted to add roads/major cities to the map, to give a feeling of how the countries are laid out. Even just capital cities for each country would help a lot.
Also, its a bit difficult to read the terrain. Is Granada a country entirely based in the mountains?
The Kinshasa Plains seem to include hills/mountains and a peninsula like island, it may be worth renaming the country to represent both its plains origin and its newer acquisitions? i.e. "United Kinshasa"
There are small islands off shore that aren't marked in anyway, might be worth colour coding them to show which country is in control of them?

Nah, it's Bolas who is pulling the strings. He sent Tezzert specifically to Kaladesh because something like this would show up. Bolas wants his empire back.

Reminder for questions about Kaladesh spoilers: Take all my answers with a grain of salt, because there's a nonzero chance the CR entry for a new mechanic is different than what I'd guess based on the reminder text, and a nonzero chance that the CR itself might get updated to make my currently-correct answer wrong in a month.

What happens in this scenario? Capsize resolves first, does that mean that the cost reduction for Blasphemous act doesn't come into effect?

Mizzix triggers when you cast a spell with a CMC higher than the number of experience counters you have. That trigger goes on the stack above the spell. It is in no way 'tied' to Mizzix at that point; abilities on the stack exist independently of their sources.
So Capsize resolves, bouncing Mizzix. Mizzix' trigger resolves, giving you another Experience counter. Then, Blasphemous Act resolves, nuking the board for 13.

What is your campaign looking like?
Coalition? Lazlo? Tolkeen? New West? Or dimension hopping through hell and back?
Even under Savage Rifts Rules, New West campaigns would be lower powered; starting characters off as M.A.R.S.-only, without some edges and reducing their equipment would keep things more in scale.
Meanwhile for dimension-hopping, phase world or front line warfare camapaigns, the opposite might have to be the case.
