No. How about this.
Create a calendar of events that will occur on each day unless the PCs intervene.
"Day 1: The cult/dragon is doing X.
"Day 2: The cult/dragon is doing Y."
And so on. Upload the entire calendar as a single paste on a pastebin-like website that has timestamps and password protection. Give each player a link to the paste, but do not tell them the password.
As the party goes along the adventure, refer to your calendar as normal and have events unfold appropriately. Do not, under any circumstances, deviate from the calendar, unless it would be incontestably in-character for the villains to adjust their plans to respond to the PCs.
At the end of the adventure, give the players the password to the paste link. This way, they can see what the "original course of fate" was supposed to be, and how their choices and actions meaningfully altered that course of fate. At no point were they ever artificially "just in the nick of time."

Cards aren't cheap; if you want to get in, it's best to start with draft events or with some friends who are also looking at getting into the game. Play that way until you're ready to move up to more competitive play, and always ALWAYS ask a judge/person who can be trusted if you're not sure of something.
Otherwise, play online and find a deck archetype you like, find a good modern/standard deck that plays that way, and get ready to drop between $100-$800 depending on the format.

I can see why they would not put Batman in there. It's their main selling character I presume and he has a million different versions already. If you put Batman in the starter, the customer may feel "eh, I already have a Batman" and not buy 5 more.
I was gonna say something about balance as well, but then it's Suicide Squad vs Joker and some goons, so it looks like balance would be out of whack. I do not know how the game works though.

In all seriousness, you can find rulesets for damn near anything online. And there's usually a general floating around here for quite a few systems.
You want a cyberpunk feel, but without magic, CP2020 is a good bet. It is dated, but it's probably a good bet if you don't want GURPS.

It always takes me like a week to build a single deck. I just feel overwhelmed with all of these cards. Then once I have found a pile of cards I like, I have a hard time figuring out what to do with them, which ones to keep and leave out, etc.
