I've always thought the imperium were generally far more subtle rulers than we give them credit for. When approaching a colony or fuedal world, I imagined only a handful of the population is even aware that space travel or the warp exists.
In fact, I think of the imperium more as a vast conspiracy, seeding thousands of planets and convincing them that they are all "earth" but only Terra actually is.
They let civilization develop at its own pace until its ready to become a starfaring nation, then offer them a place in the imperium with a "join or die" motto.
Of course, many exceptions would exist for shrine worlds and the like, but given the overall superstitious and ignorant state of the masses, would it really be so hard to keep them in a state of ignorant bliss?

I kind of imagine every great leader or hero that is made into a monument is actually a reflection of the god emperor, and that the Ecclesiarchy deliberately seeds the concept of monotheistic dogma in order to steer and direct their worship towards the god emperor.
On worlds sufficiently indoctrinated, they might serve as agri-worlds even though the amount of tech they have is incredibly primitive, with just a smidgeon of modern technology in order to increase crop yield, ect.
In this way they could convert an entire planet and steer them towards agriculture without the need to invest heavily in any sort of governmental infrastructure, they simply approach them as celestial beings and the most advanced incarnation of man and take their tribute and make their demands.
They are the most advanced incarnations of man and so it would be only right to assume they are angels or divine beings.

Yeah, thankfully MS/343 has then on a 3 year contract at least for ground command, which requires then to constantly pump out ground command models, with terrain, Ghosts variants, and Warthog variants already out, Pelicans shipping this week and Phantoms shipping in 3 weeks.
Scorpion with variants as well as wraiths with variants have also been announced for next month, more Elites variants like Ultras (which were already ready but were changed at last minute to be zealots instead), Jackals, and be variants of Hunters, as well as ODSTs (with a Jetpack variant coming out first), snipers (same deal with than the Ultras) and marines should soon follow.
Furthermore by February Halo wars 2 units have already been announced (the Jackrabbit from the beta) and the Banished have been confirmed to be a new third faction, with Prometheans also hinted at.
Even further beyond, the Scarab should be coming by July, and there is also a whole bunch of other units that are coming, like the SkyHawk, which are coming and we just don't know when.
In short, they seem to have a rather pack schedule.

My barbarian makes a conscious effort not to do what her enemies expect. Especially in the (depressingly common, these days) cases where she doesn't want to fight, keeping the supposed enemy of balance and confused is a cornerstone of her strategy.
Then the GM complains about the CN barbarian being too unpredictable and a pain to run games for.

I'm back, and with a new version: 0.23! This version features numerous updates and fixes to problems people had, and changes for the sake of readability.
The ACE System is my personal pet project I've been doing in my spare time: I fucking love real robots like Gundam and VOTOMS, and I like roleplaying too. So when you try to do the two together, you get problems: Systems always end up having various problems and playability issues. Well, 'round where I live, we have a saying: don't wait for someone to do something, go and do it yourself. So I went and did it myself.
The ACE System itself is a relatively simple d100 "Beat the Target" system. I aimed for it to be deep enough to be interesting, while still easy to understand and play. Combat is intended to be fast and deadly, and fun overall. One of the major problems playing a martial in, say, 3.5 Dungeons and Dragons is not having shit to do; I think I fixed the problem here by giving everyone who does anything something to do beyond "I just hit the enemy".
This is not a party in the game- but it sure is a cool image.
To talk about some of the changes, I've added two new Ace Styles(Classes) to bring the total number of them up to 6.
The first new Ace Style is the Gunner: they're the game's equivalent to fighters. Jack of all trades and capable of obtaining the abilities of other Ace Styles, Gunners are highly flexible and customizable, especially with the amount of free feats they receive.
The second new Ace Style is the All-ranger, which is to Guided Weapons as the Steamroller and Sniper are to Melee and Ranged weapons specifically. They're really good with Guided weapons, and all of their abilities focus on two things: firing more guided weapons per attack, and making those attacks hit harder faster and further.
