I don't know if they're "more civilized" than bog-standard Orcs from the Monster Manual, but they're more fleshed out - how they handle disputes, what they do when they're not raiding etc.

Why do we have ability scores at all? What purpose doe they serve? Why don't we just have the modifiers as our main stats and cut out the middle man?
Ability scores are mostly a relic from an older era, but they still serve SOME purpose. For example, your carrying capacity is determined by your ability score, not the modifier. You can carry a little bit more with strength 13 than with strength 12, even though both of those scores have the same modifier.

A NuBlitz RP anon here.
Playing with some numbers, the smallest difference in the number of hits it would take to kill a target at any given damage total (assuming consistent damage every round) is 1.5x PEN and AR, with H/S bumping up or down a category on the Standard Hull and Structure Table.
Things still get a little crazy the bigger the difference between relative stats, but it's still within a relatively acceptable range compared to what 2x does.
We've all had them, the character ideas that no sane GM would ever let fly.
