So it's a dragon with undersized griffon wings taped to its back? If he retreated underground and feels loss for his wings, he'd probably stay down there and become a menace to cavern-dwellers like dorfs and gobbos.

Now then, here's mine.

Baroxus is a strongly built man who, through means unknown, has a minor affinity for spellcasting. Having slain dozens upon possibly hundreds of citizens and peacekeepers through both physical and magical means, Baroxus garnered the attention of the local group of do-good adventurers that don't know how to leave well enough alone. Following his capture, during which he killed three of their number, he was sentenced to multiple lifetimes of conscious punishment, after which he would be summarily executed.
However, just over four hundred years into his sentence, the kingdom went to war, and the land upon which he was sealed became overrun by the enemy, and remained so for many decades. During this time, his seal wore down, and with none from the kingdom to execute him, he went on a rampage, killing countless numbers of the enemy. After momentarily sating his bloodlust, he slowly makes his way to the last remnants of the kingdom that bound him, hides himself into their society, and once more wreaks havoc upon the populous.

You learn of a corrupt pope that wants to use the church for his own nepotism. You do not know about the pope's son but you do learn that he spoils him and anyone who learns about him tends to disappear.

You work to investigate the cardinal that is the pope's son but it's too late as the you die of old age and the son becomes pope. Turns out said new pope is actually a powerful dragon.

It's lich, but yeah, try a lich with a squad of bone golems, or blood golems/slimes.

Try a lich going the whole Emperor Palpatine thing and trying to take over from within using illusion or necromancy to blend in, using undead to take out rivals on the down low.

This would be really hard to accomplish, because of the range of what A can be (like 2-8). So if I pump up B to be huge to accomodate this, and someone has an A value of 2, then they end up with a much bigger C than I want to be possible.

And C can't be 0. I can try giving it a minimum but I'm not sure how that would work

Well things would be like they were before the War in Heaven. The Imperium would have a lot less problems, for sure, seeing as all their important tech is warp-focused.

Eldar would be loving it. Craftworlders would probably try to make a comeback crusade, which could go either way. DEldar would be in a bit of a weird spot but would probably do what they always do and not give a fuck. Maybe they'd be contract mercs for the Craftworld crusade.

Orks, Nids, and Crons would still be as big a problem as ever.

Eye of Terror would essentially be a region of space suddenly populated by PTSD-riddled but otherwise normal marines, with many of them dropping dead on the spot as their mutations no longer get by on dark magic bullshit.

Also the Emperor might die, since he's kind of a warp-god now? Or come back. Who knows with that guy.

Also the Eldar gods and Gork and Mork might still be around, since they're not technically Chaos and existed before the Chaos Gods.

If you're an OOC sore loser, then you're not gonna have a lot of fun and people won't find you fun.

You need to roll with the punches. Improvising out of a failure is often more fun than everything going smoothly anyway.

Here's your answer. Empathy is an important part of fatherhood and Emps is just too distant from the average man to understand their struggles. The same thing applied to his sons. If he just sat down and had a talk with them, maybe he wouldn't be disabled and sitting on the Golden Throne.

So long as they accept, absolutely.

Usually, yes, it gives the GM more to work with.
In the example given, however, it could become disruptive to planned adventures. Maybe just tone back the urgency a bit.
