What would be a better name for "Sense Motive"? Empathy, the ability to detect/understand the emotions of others, seems like an obvious choice. However, I want to make detecting the intentions of others based on the Cunning ability rather than the Charisma ability, and filing Empathy under Cunning doesn't read well, and Reading (as in reading people) doesn't make intrinsic sense either; I don't want to have to list "Read (People)"

The English language is really lacking a word here. Germans have Menschenkenntnis which basically translates to Knowledge of human nature. Oh, there's even a wiki article with that title.

So, a friend of mine was suggesting trying out a d20 game that we hadn't played yet, for fun, and someone brought up True20 as a possibility.

It's probably my favorite remnant if the d20 Glut.
It's an attempt at turning d20 into a generic system. Basically they took every class trait and turned them into feats. You have three base classes that determine your skills and a few other things, and from there you build up the class you want through feats. Spellcasting is also done through feats and skills, every spell is a feat (it might have more than one effect) and to cast it you have to check against exhaustion.
The other interesting thing is that it uses a condition scale instead of hit points. When you get hit you save against damage, if you fail you get progressively worse conditions up to death. Thanks to this, you don't need any die that is not a d20.
All in all I consider it an improvement over the standard d20 stuff. The book details how to play in several sorts of settings and there are a lot of supplements with more setting and rules material.
Is this probably isn't gonna be very help but I'll post anyway.

Seems like everybody hates modern military setting for a tabletop game, even though you can take it in so many directions. Look at Team Fortress 2 and Metal Gear Solid as examples. Experimental tech, classic old tech, primitive shit that never goes out of style.... You can have everything except aliens and wizards.
Do you really need aliens and wizards? Which parts of sci-fi and fantasy automatically catch your interest, and which part of modern setting turns you off?

Agreed. Magic would dominate the world and the whole world would revolve around wizards and so on.
Mines would be staffed by hundreds of people there solely to keep a few mages happy while the mages extract whatever is being mined. Mages would create networks voiding trade routes etc as goods are transported instantly all over the globe. Crops never fail as mages ensure they grow exceptionally well and frequently.
Really the world would be normal humans catering to mages every needs to try ensure mages are kept happy enough to do the worlds labour. You would have to be intelligent or a mage to get anywhere beyond mage bitch status in life.

Well I don't think the WHOLE world would revolve around mages. It depends on the level and stability of magic. Of course, if you're in a setting where magic can do just about anything, then yeah, you've build a post-scarcity society and go from there. But you still need politicians, artists/artisans, anybody who's not a base laborer and can't be solved by magic. That or EVERYONE could learn magic, seeing as it would be such a keystone and there would be many prestigious magical universities. You could build a society in which everybody is familiar in at least some level of magic.

At the bare minimum you'd have markets that cater to and are dominated by magic users of all stripes would be ran in the way that Debeers runs the diamond industry with tight controls on components and a need for people to go out and get the particularly rare and forbidden ones as well.
Surprising how you don't hear about towns who's entire economy is based around extracting/manufacturing/refining materials into spell components. that x thousands of gold jewel didn't just come from no where.
