Recommend me some systems where casters aren't limited by spell lists. Preferably not "words of power" or similar either.
I'm looking for something where you have x points, and you spend y points to produce an effect of y magnitude. Say, spending one point produces a bolt of fire, spending three points produces a big fireball, five points is a huge explosion. Very loose, focused more on imagination and player/GM cooperation than poring over a list.
Any systems like that? If you were going to homebrew it, how would you do it?

GURPS, Ritual Path Magic allows you to learn paths(Body, Mind. Energy and Matter are examples) and then pour energy into a ritual to do something related to the path, obviously more energy makes for a more powerful effect. The better you are at using a path the more energy you can pour into a single ritual and the quicker you are at it.
Alternatively, Sorcery allows you to make your own spells, you have a specific list of known spells, but you can make every spell you know. You can also improvise weak spells on the spot.

You go into an a world of pure imagination and your first thought is to use the dead horse of a comedy mechanic that television writers have been beating for years? Now don't get me wrong, it's not utterly horrible and it can still be funny, but it requires your group to actually be funny for it not to feel incredibly forced and fake.

What is wrong with this exactly? Are you here to Roleplay or Rollplay? These aren't inherently boring or bad characters. Take Arnold J. Rimmer from "Red Dwarf" for example. He fulfilled the role of uptight straight man who always berated Lister and the Cat and he was the an undeniable smeghead who deserved to get made fun of. But even beyond fulfilling those archetypes, he was a very real and relatable person, reflecting our moments of self-loathing, regret, bitterness, and Self-pitying despair. Taking a somewhat toned down version of that with more useful skills would be an amazing character.

This is the absolute gayest part of this whole post. You are being enticed with the offer of vicariously living a life with perfect waifu through your character. Not extra-development on arcs you would like your character to go through or even a romancable NPC that is protected from being killed off for "drama" that could provide at the very least a nice cheesy romance that you still have to work towards, but straight up your character, not even you, just the character you played, gets his very own personal fuckdoll.
