Is there a system that does Akira style motorcycle gang fights well /tg/? I was thinking of using Shadowrun or Cyberpunk, but wanted to keep the gritty turf war feeling that using makeshift weapons on motorcycles can give.

I would tentatively suggest VeloCity. It's about non-motorized stuff more, but bikes could easily be run as motorcycles. Combat isn't a heavy focus of the system though, as it's more about racing.

I once had a player who made silly characters regardless of the setting, theme, or system. I only let it slide because he was a great roleplayer, and could always seem to make it work, with thought out back stories, motivations, and character development. He was, however, a massive cunt outside of the game, so I guess it evens out

ok, as long as you don't overdo it. as long as you aren't tone-deaf, and you know when it is or isn't appropriate for your character to be in or have their goofy traits in the spotlight, a bit of comedy relief can turn an edgy melodramatic story into a less tiresome one

Homebrews are pretty much universally shit. Let's talk about why:
1) Most homebrewers do not have an ounce of creativity in their bodies or brains. They are homebrewing SOLELY for the ego boost. That lovely ego boost you get from pissing off your friends as you force them to learn your shitty, autistic system.
2) Most homebrewers don't have a fucking clue about game design. They create a concept in their heads and refuse to shift from it to make a competent, functioning game. You can see prime examples of this in every single /gdg/ thread on /tg/. People who provide actual critique are lambasted and whined at for not understanding the homebrewer's oh-so-precious vision. Like most "feedback" threads, what they are really looking for is validation.
3) There is no need for more RPGs, and certainly not from untrained, inexperienced, uncreative "game designers." There is no real point to making yet-another D&D clone, which is 90% of homebrews. Most of the others either apply to shitty "genres" no one wants to play (see: Engine Hearts) or are terrible attempts at some Apocalypse World "hack" (because caling your homebrew a "hack" means it's okay that it's ripping off another system. Whereas "hack" usually refers to the designer who can't even design another system for his shitty 'brew)
Overall, I suggest kicking homebrewers out of your group. They will just cause you hours of aggravation, and get butthurt when you finally lose your patience and call out their "game" as the heap of unbalanced poorly-written shit that it is. Please make sure they know it is shitty, though. Hell, if you can drive them to suicide, all the better. One less wannabe game designer in the world.
Homebrew is good to add variety to a game or solve a problem you have with something you want to do in game but the existing rules don't cover it.
It is not good for self-masturbatory fantasies and power wank.
As for Luchador Minotaur. I tend to like my Minotaur as the union of woman and bull and blessed by the Horned King Baphomet. So a Luchador Minotaur would rather be a terrifying beastman blessed by a demon prince adorned in a war mask who eschews weapons but brutally breaks his opponents with his bare hands.

What are some of the best systems for running a HORROR-THEMED game?
Preferably light on rules, and with roll20 support in terms of sheets and the like. I'm running this for some of my online buddies, so I can't use any systems that require physical aspects in the game.
Don't listen to the faggot who will recommend Dread, it's a bad game, overpriced as shit, and requires you to buy some special Jenga tower to play it.
Also, Call of Cthulu is shit. It's as complicated as GURPS for no good reason and it's mostly a horrible game with shit like Size stats and crap. Delta Green is no better, it's just a re-stirring of the same shit heap that is the reason most people use other systems to play CoC style campaigns.
OP, what you want is Dungeon World. Dungeon World can do basically anything, and one of the places it excels is in horror gaming. You see, in Dungeon World, any roll you make has consequences. This is as opposed to most RPGs where failure means nothing. In fact more and more RPGs are switching to the Dungeon World system because they understand this flaw has been part of RPGs for many years.
Basically there is partial success and when you fail in Dungeon World you don't just fail, things get worse. This is perfect for a horror game. I suggest you visit www.dungeonworld.com to familiarize yourself with the basic mechanics via the SRD.
TLDR Play Dungeon World. It gets maligned a lot on this subreddit but it is overall one of the best RPGs out there.

i do a few things, but i think the one thing i do the most is never actually roll. behind my gm screen i roll a d20 but only for show, instead i throw out a number i think would best fit the situation.

You are a god among men. The past few DM's are hard core dice nazi's. We've had encounters drag out for hours because nobody can fucking hurt nobody.
So I know /tg/ has mixed feelings about beastpeople, but what about mixed up or chimera beastmen?
So instead of just Minotaurs or bull people, they are a mix of bulls, bison, goats, horses and sheep. Or instead of rat people, they are a mix of rats, bats, Oppossums and weasels or something.
Would these be more interesting and less cringy beastfolk?
