Its a casual fence. Ultimate magic rewards mastery in the spells available in the game the bestiary and the mechanics.
Nothing more satisfying than watching some scrub prepare the wrong spells for the day and become completely ineffectual with the exception of telling the same scrub to play a sorcerer/5E when he asks you if you can waive the prep system.

Out of curiosity, if Malcador the Sigilite was made to manifest in front of the Golden Throne at the end of 999.M41, though some means, as he was just before he ascended to temporarily hold the Golden Throne for the Emperor, how much of the Imperium of Man would he be able to fix? Furthermore, what would he attempt to do in order to reach that aim?

That's just a load of crock. Best he could ever hope for is a civil war that only has two sides fighting it out. What he's likely gonna get for his troubles is an empire tearing itself apart as the very careful balancing act it's built on goes to shit. Maybe he can build something new on the ashes of the old but there is no *fixing* the Imperium of Man.

but the biggest systemic ones that stand out to me are the shitty multiclass rules, the fact that you have to choose between getting your stat boosts and getting feats (not enough feat slots) and the shitty guidelines for building higher level characters.
after that, i'd probably say the way the math is tuned is not well balanced for pvp, and i happen to like rpgs with good pvp mechanics. this one is obviously irrelevant to most groups.
