Overwatch DM here, and let me first thank you all for helping me proofread the PCs and plot.
I talked to my players. The player of Creed agreed to limit his specialty ammo. The player of Clever Girl agreed not to turn it into Furaffinity (and nearly hit me when I suggested that the Dino would be magical realmed). The player of Jojo agreed to not pose IRL, steal the spotlight, and attempt not to predict what I'm going to say (while laughing because he's not that autistic) but he does have permission to say things that make no sense out of context, weep profusely should a party member die, and say "gureito daze" or "yare yare daze" only once per session. Lazy I changed his backstory so he was a "disposable asset" for the Omnica Corporation, who helped cover up the malfunctioning omniums and inadvertently helped caused the Omnic Crisis. Filled with guilt, he successfully went legit as a security advisor for corporations.
The plot is kinda Shadowrun. Genji pays the players to investigate disappearance of President's brother (who works at Vishkar as an exec), They break into a Vishkar building while foiling Roadhog and Junkrat's plans to blow it up, and find out that Talon kidnapped the bro, and they took him to some foreign locale. After locating the Talon base there, they find the bro, who tells them that he was interrogated to find out the location of a seismic drill. After some digging, they find another Talon base, where they find that Talon sold the thing to a group of militant Omnics trying to make Hawaii only inhabitable by Omnics. Party stops the drill a la Austin Powers, and Hawaii is saved.

But that's not why I'm here. I need interesting NPCs for the game, maybe a few ally and boss NPCs. Anyone have any ideas?
Are you looking for primarily combat or social encounters? Keep in mind you can pad combat with generic omnics and humans armed with standard weapons or mechs.
Also consider an occasional canon character as a boss fight, making sure they escape if the party wins.

You can use canon characters as bosses. Maybe the Omnic terrorists have some Bastions they can deploy against you or something.
To piss off your Jojo, you can make a quirky miniboss squad based off Jojo villains.
For example: A long-haired right-wing extremist who can summon exploding duplicates.
A long-fanged ice manipulator that yells "WRYYYY" a lot.
A genetically modified, shapeshifting superhuman who has a hard time waking up.
The closest friend of said ice manipulator, who can speed up time.
(These are just jokes plz don't do this)

Ideally this encounter would be terrifying. Getting caught off guard by a bastion means nearly instant death.
I think if OP included one it would best be near the end of the arc. That's the only thematically appropriate point for PCs to die.

So I had some interest in the story revolving around this little tid bit

So I'll tell the story. I mentioned I am not a very good story teller, and its true. So I'll do what I can but dont expect much. This is the story of Quintin Laramoore. His death and rise. The story of how he fell from the grace of the Pharoah and into insanity.

Quintin was a special snowflake. He was made of a naive belief that if the GM tells you your character is irredeemably evil prior to ever playing with him that you will still be able to get a happy ending.
He had flaws, so I dont think he tread into Mary Sue territory. Certainly it was a struggle to make the NPC's like him. Some even loved him. A cult sprung up but thats neither here nor there.
He was born to a family of necromancers. The family business? Counterfeit dwarven jewelry. Faux Masterwork, so to speak. His families manor built on the ruins of an ancient dwarf settlement away from civilization. Over the years a town sprung up to support them and they did likewise, supporting the people who fed and clothed them. They built schools, sponsored artisans, and practiced small loans for the townsfolk when their crops failed or they needed a leg up to by that plow, horse or dowry. This all came to a crashing halt when she strode into town...
She was the fairest half elven maid Quintin had ever met and he courted her as he had never done before. She obliged his attention and accepted his gifts, always with a knowing smile upon her lips.
The day before he intended to proffer a proper proposal he was called away to bargain for a large sum of gems in the nearby city of bridgeport. Their was a kerfuffle over tariffs and it needed to be sorted asap to make the delivery. So he left. The ring next to his bed, and in one of the families coaches.
That is, of course, when things went tits up for poor Laramoore.

As Quintin left his lady fairest decided to act. She contacted some friends, waiting in the wings and from there they invaded Laramoore Manor. I had not mentioned this, but Necromancers are not a fruitful bunch. Something about mucking with that much negative energy gave them little swimmers which swam crooked. Regardless, Quintin was the only living entity to reside within.
To say that a bunch of thieves, would be adventurers and unabashed scoundrels were surprised to find the wealthy sponsor of a podunk town had skeletons in his closet would be something of an understatement. I can hardly write about their death defying feats, destroying skeleton butlers, and spectral servants and Quintin never learned whether they pierced the deep vaults. (He prays that they did not)
What greeted him upon his arrival home was a band of pitchfork and torch wielding people he once cared for as a lord cares for those under his care. His manor was a smoldering ruin, as were the accumulated wealth of his family, plus his heirlooms. All lost. All gone. 700 years of history up in smoke. He learned from the townsfolks shouting that some right noble heroes had cleansed his home from the earth, and that their proof was being sent to Bridgeport and he'd be hunted down to the end of the earth for his crimes.
A fear spell later, he had his servant turn the carriage around through the empty streets and towards the east, and the grand desert. He had never been but he was feeling distance might make the current crisis better.
With all that bullshit out of the way, we can move onto the actual events of my little blerb. Brace for mediocrity.

Quintin had a habit of attaching to his fellows, and doing his utmost to seem them comfortable and safe. He became something of a mother hen and was described as a layered pastiche of Kaiser Söze, Skeletor and Barney the dinosaur.
Long sorry short he wasn't typically evil, he thought of himself as a merchant with peculiar skills and wanted to set up a new life for himself after adventurers burned down his old home and told the surrounding peasants the truth of their benefactors.
He thought of his fellow party members as family, and sought to aid them in their trials. Sadly they frequently died because the players wanted new characters or were dumb causing no small distress to Quintin. (No, don't fly into the cave the crazy liche ran into, its a trap. runs in, dies. "fuckin DM")
Quintin grew to dominate the stage. The only original character from the start of the game, the entire story revolves around him. Something to note is while this game was ongoing my undiagnosed depression was spiraling out of control. I do get attached to these make believe heroes and anti-heroes. Even the NPC's and my reactions were perhaps amplified by the melancholy I felt at all times.
His fellows were monsters. They murdered without remorse or provocation. Where Quintin would at all times try to discuss terms they would simply murder and torture whoever faced them. Quintin wanted allies, but they wanted nothing of the sort. This was largely due to my depression but I would take the responsibility for their actions onto myself.
Eventually everyone he truly cared about died, or was lost to him. Embittered he turned to the darker aspects of necromancy, using soul shards they had found to complete his transformation into a liche.

Think about it, once the Ethereals managed to unify the Tau, their civilization expanded from rocks and stones to mecha-wielding galaxy conquerers in but mere milleniums. What if the Greater Good is just a misinterpreted version of the knowledge of the older days of humanity, when it was naive and more innocent? What if Tau tech is just interpretations of old human tech?
Wasn't the Tau homeworld obscured by a Warp storm for a while at some point? I thought the warp sped up time on their planet, allowing them to advance rapidly from the galaxy's point of view.

Okay, I was just invited into an all sith party, first session is on this sunday. I've skimmed the book and vaguely understand the rules now, but I'm feeling really, really overwhelmed by this shit.
I want my character to be a smooth talker, who can lie, grease and corrupt his way through Korriban, so I've decided that Advisor is a good fit. Beyond that, however, I have no idea. Which stats should I get? Presence seems a must, but willpower and cunning also seem important.
How far do I invest into skills? Into talents? What force powers should I get? My first instinct was Heal/Harm, so I can throw dem force lightnings like Sheev, but it seems to require intelligence, which I can't spend. Do I need Influence, if I'm already a diplomatic class? Foresee seems useful, but how deep do I go in a force tree?
I only have 110 exp to spare, and the amount of options seems overwhelming. It would help if there was any sample build in the book, but I can't find any.
Any advice? Any help?
Spend all your starting exp (or as much as possible) on characteristics. Have you at least decided on a race/character concept yet?

Yes, basically it's a human (most likely) guy, who's a down on his luck movie maker. When he was found out as a force sensitive and drafted into sith academy, he saw it as an opportunity to make a movie of a lifetime - he just must find the most promising and powerful acolyte, suck up to him and record his life and times to create a Star Wars version of Triumph of Will.
Not much of a combatant, but a clever talker.
So, what should be the spread? Do I buy 1 cunning, 1 presence and 1 willpower?

Cunning, absolutely. Not only is it good for your scheming it's the stat that makashi runs off if you branch out into the mystic's lightsaber tree. There's an argument to be made for taking cunning 4 but that would mean neglecting either wil or int which you may not want to do. Spend the leftover xp (either 20 or 10) to up one (or two) of your career skills up to rank 2. Don't invest in powers until you have a real idea what you need your force powers to make up for.
Use your human non-career skills to invest in cool to resist social attacks and keep initiative. Consider either ranged (light) or brawl to give yourself some small combat abilities or go for stealth to keep being sneaky.
If I were the one picking your starting career skills I'd pick:
charm
coercion
vigilance
deception
negotiation
Use the xp to upgrade negotiate, followed by charm.
/swg/ may have other ideas but while I have your attention have you considered taking a non human species? A tortuga will let you have a higher cunning at the expense of brawn. You could spend all the exp to have 4 cunning, 3 pres and 3 wil. Fewer skills but one free point in perception and a bonus when you assist people (fits for the advisor). Obviously the 1 brawn may put some people off but if you're aiming to keep out of combat you'll be fine.
