Literally any card game in which there are cards that enable lockouts/assured win conditions.

Unless the cards themselves are resources, there's no reason to NOT run with this, and very few games do the cards-as-resources thing well, since it's generally extremely unfriendly to kitchen sink play, where people are going to be playing with unreliable decks.

Exactly. And prices have not gone back to normal since. Decks these days cost upwards of $300, and consider the fact that this current Standard is actually on the cheaper side compared to many other formats during the last 5 years, especially ZEN-SOM and KTK-BFZ, both of which cost upwards of $500

It is inevitable that Chaos will acquire an Imperial Angels True Name. What atrocities will they force it to commit? What ritual will they use to debase it?

Ebon Avengers : Keepers of the holy flame, Bringers of righteous wrath! All who look at them are filled with fear and adoration of the God Emperor. Sinners tear at their eyes and stop oit their ears, the Avenger's very presence wreaking unimaginable pain upon their senses.

Living Saints were the one of the first to ascend with the Emperor into Angelhood, his first Seraphim. What are the Living Saints of other areas of Humanity i.e. Imperial Guard? What glories must a mortal achieve to merit the Emperor's gaze upon them?

The Sisterhoods comrades in arms, the Angels of Mankind (??? image) are the most common, what multitude of forms can they take? Transmutating themselves to fit their purpose.
Do the endless stream of souls that flow from the endless deaths of mankind become their own Angels?

Those who have re-dedicated themselves to the glory of Mankind (??? image), but have otherwise considered themselves unworthy of following it themselves, these penitent souls are given purpose anew when the Emperor personally assign them a burgeoning Seraphim-to-be to guide and protect. What thoughts, as we can understand them, pass through the mind-analogues of these Angels as they execute their duty? How do they view their charge?
What other forms do they take, and what is their significance?

A reminder to us all that Angels are still Daemons. Those who have faithfully followed the Words of the Emperor and done their duty, but otherwise have given no thought to said duty, are unlikely to become Angels in truth, and instead relegated to this mindless mass of choristers. It is a personal shame to the Emperor that his Daemons are mostly composed of these creatures, no matter that they are excluded from realspace. What do they look like physically? How do the faithful attempt to canonise or otherwise accept these things with their belief of the Imperial Faith?
What other Beasts may the souls of Mankind take?

Though the touch of an Imperial Angel is lighter than that of other Daemons, like the Emperor, it's tread is not light. What powers are gifted and what life do these Nephilim live? How cursed their existence.
Can a man ever be purified of impure thought through the action of being burnt out by a forced possession? Having the Glory of the Emperor pass through you and burn away all the filth that encrusts your soul, what effects does it have on the penitent and the Angel involved? How is it carried out?

Imperial Daemons can be infused into weapons much like how other Daemons can be force. But since their submission is (likely) willful the weapon can be made stronger than those that must strain with keeping a Daemon in check.
Is this penance for Steeds who have let their charges die? What forms do these Angelic Weapons take? Does the Angel within whisper to their wielder or let them make their own decisions?

You don't need to make your factions very different in order to give your players a choice.
Just give both parties a semi-valid claim in a conflict and lots of suffering innocent people.

Then you can have both factions talk at length about (perceived or real) minor differences as if they were a huge deal.

If you want a grittier tone, go for having both factions' goals be muddy and morally ambiguous. However, the PCs must have a strong moral motivator (the well-being of their hometown, getting out of this warzone alive, etc). If you do it this way, intrigue will happen if the goals of the different factions change.
