What are the best ways that you can fully capitalize on this sort of concept for a multisetting campaign without him coming off as a coward?
Lots of high risk/high reward scenarios that someone who's really desperate would leap at, but someone with a natural degree of risk aversion and no immediate need to win now would balk at. Just make it clear how risky the scenario really is and how desperate the players are, and they'll leap in head-first while fully acknowledging they're doing it because they need to.

Yeah, as an Admech player Skittles haywire is waaaay more bullshit than anything the clowns can pull off, leave em alone.
Even Skitarii haywire isn't too bad though, its decent for blasting through big tough things like Land Raiders, but it's equally possible you burn 60 points on rifles that kill one Rhino. It's the same as expensive high-T units, they're vulnerable to stuff that ignores that.
Hear ye, hear ye, I call to order another meeting of the Mage Guild. On the agenda for today: Christmas. More specifically, snow. As we all know, Christmas = snow. Unfortunately, overuse of magical equipment throughout the modern world has caused planar warning, which has resulted in the lowest recorded snowfall in the kingdom's history. But we can't have our annual Wizard vs Warrior Snowman Building competition without snow. I therefore suggest that we travel back in time, steal all of the snow from ten days in a row (going backward, so that we keep stealing the snow that will be stolen by us in the future, therefore increasing our snow theft by ten times) and redistribute here.

In old D&D you got XP for treasure, not killing monsters. This lead to a very logistical almost heist-like game.
So, what about transplanting this into a more modern framework? Every time you get a take back to your HQ (not counting laundering expenses, etc) you get to decide what you're doing with it. Save it, re-invest it, spend it on paranoid gun nut stuff or... blow it.
Everyone has a project they pour money into. A family. A wastrel's lifestyle. A charity. Solving your mentor's murder.
Spending your cash on your drive cashes it into XP. This means:
* reason for backstories outside cheap murder drama
* opportunity for cool RP of good times in normal life
* more choice over advancement
* concrete box gun nuts are actually suboptimal, so fewer players bother with them

Custodes are even more this, each one the result of thousands of years of genetic science. According to the Emperor, each one of them is unique, and they make Space Marines look like first-day Imperial guard cadets (Constantin Valdor used to beat Horus in sparring matches).
They are, quite literally, a superior race. In some of them, this breeds a great deal of arrogance compared with the "common man" of the Imperium, though it's not the same across all Chapters (Salamanders are one notable exception, but they're not alone).
How would a race that, for some reason now lost to history, purposefully strives to be EVIL, work in a low-magic medieval setting?
I'm asking because I'm trying to flesh out a setting where orcs are really fucked-up and grim and scary, but aren't just minions of a greater power. So I figured that'd be a good premise.
