As in the City itself? No. But the locations inside the City are fair game. Sometimes there just isn't a cool enough nightclub, a restaurant themed the way you want OR even worse, there's an awesome building but it was knocked down in 1973 to make way for concrete highrise flats.

How do I encourage my players to make interesting characters, and to actually roleplay to some extent? How do I get them into the right mindset?
I get that every group is different, but I'm playing with my best friends, who are all fairly new to PnP games, and it's fun, don't get me wrong, but I have a problem:
It tends to devolve into the characters having no real personality, they're just the player themselves cracking some jokes. That is if the "characters" are speaking at all. Sometimes they just deal with the combat encounters like it was a video game and move on. I want to encourage them to do dope shit and flesh out who their character is in the world. How can I do this?

This helped me write stronger characters. Inform your players that you guys are not just playing a game but collaborative story telling. Ask them if they were watching a film or reading a book/comic about their character if they would feel like they were unrealistic, flat, interesting, overdone underdone ect.

Also, I like to make things like character backstories mandatory (i.e. you have to make your players at least make a simple backstory). Also reward roleplaying with things like XP or other small rewards that encourage others to also roleplay.
I want to give a player in my game a way to increase his power/standing with his patron by having him complete tasks for the patron.
Im looking for some hooks or mini 1 session quests that a warlock could do for their patron to help them.
Most of them i guess could be generic like kill the acolytes of a different patron, or kill some cultists stealing their power.
But if it helps the patron is a Demon played a lot like Crowley from supernatural
Depends on how serious you want it to be.
It could be more of a joke, like having them fetch ingredients for a meal for the patron, Fairly Odd-Parents style (but darker, like fetching a virgin woman to sacrifice or some such).
It could involve stealing a magical macguffin from the clutches of the 'forces of good', like a temple or a castle of a benevolent ruler, or some such.
Or you could go flavorful, going with something that relates to the patron itself. What patron is it?

I don't think $4 karate lessons will be much help against ninjas.
Just read plenty of books, and learn of the varied character backstories that don't include some sort of cliche or, even worse, a cliched tragedy.
Go read anything by Patrick Rothfuss, Brandon Sanderson, Robert Jordan, Joe Abercrombie, or others that will probably be posted in this thread.
Also depends on how complex you want the backstory.
You could go with something that is really simple but actually deep, or just go all out with a novella.
I want to make a game set on a Tolkien fantasy setting. Except instead of medieval high fantasy, I'd like to have the world and setting to be post-industrial revolution.
There's so much unexplored potential in what we call "Tolkien Fantasy" because every single game that uses it seems to be stuck on the "Elves are forest hippies, dwarves are grumpy loners beneath mountains, humans are boring blank slates for players and orcs are dumb and green".
Suppose for a minute that a traditional high fantasy setting is allowed to expand until early 20th century technology becomes available to all species. This world would also be undergoing the earliest stages of globalization. What would it be like?
