Bump for interest, no clue. It looks physically reminiscent to Quatro, a modern game that's about aligning colour\shape combos of wooden pieces, but the arrangement of the board suggests it's about placing rings on those pegs.

I actually would prefer a mixture of the two, preferably something along the lines of you being nearly guaranteed to hit unless they pump the shit out of their AC-equivalent but with several tiers of hits beyond just "regular" and "crit."
If I had to pick just one, though, I'd go with the damage reduction.
conceptually, all or nothing. in practice, i'll take whatever i can get more of. bad example here, but when I did WoW my tanks would always stack dodge or parry first as it would significantly reduce the work the healer would need to do

This is one of those cases where the discussion generated by asking the questions is individually more interesting than any particular answer you can give.
In my experience, an effective villain is all about making players care. Getting them invested in some way, giving them a reason to want to stop them more than just whatever vague evil scheme they're involved in.
Although god damnit GMs need to stop killing off NPCs for cheap drama. Seriously, it's fucking wasteful, obnoxious and doesn't help do anything other than create orphan murderhobos with no friends.
When talking about motivations and methods, I often think the two are intricately linked. Whether they're in sync, or a contrast between them, can really characterise a villain.
As for memorable villains... These bitches. Mneme and Aynfean, a pair of backstabbing spymasters in a magical girl game I'm in set in the Nanoha universe.
They are duplicitous, pragmatic, inscrutable and downright evil bitches who have caused us no end of problems... While both also turning out to be sympathetic villains in their own ways. Not that it means we don't have to stop them, but from their straight up evil beginnings to eventually unravelling just why they were trying to start a destructive war between the TSAB and a neutral world has added a deeply personal story to the potential of a disastrous political conflict.

Subtlety is dead for modern players, and that's good.
Demons and devils can't just have subtle differences, orcs and gnolls can't just have subtle differences, gnomes and halflings can't just have subtle differences. Everything needs a big, bold, "This is not That" single sentence differentiation to hammer home what makes a race immediately unique, to the level that even if all you do is kill them within seconds of meeting them, you recognize a distinction beyond "they look different".
This is a good thing. You can always have subtle differences, but big, stupid ones are needed to justify having a new monster, and things like appearance or culture are just not enough.

I tend to agree OP. If you're going to include two things as distinctly different entities, the differences between them should be clear, obvious and apparent.
If the difference are extremely subtle, you're better off just making them two subcategories of the same thing.

Me, I don't put up with stuff that anymore, I play OSR, where you get your XP by hauling treasure out of the dungeon. XP for kills is small time stuff for chumps and mostly a slight consolation for risking death. Big heaps of gold are where the real XP is, when you drag that back to town and split it. A good session is one where you got rich without having to fight anything 'cause you played it smart.
How do you explain that high level wizards don't simply rule the world in your typical d&d setting?
