I'm supposed to start running a game for my group tomorrow. I've been worldbuilding and coming up with plots and everything for a couple weeks now. But here's the rub. I don't want them to play in it anymore. I've got this image in my head of what I want to see happen, how I want to watch my creation unfold and exist. And I know that's not going to be how the game goes because I don't want to railroad.
In the words of Anthony Hopkins in WestWorld, "I just want to tell my stories".

Write the stories, and let the players fiddle in the realm. Practice your improvisational GMing skills and use the experience to further explore and more deeply know the world you're building. Use it as a part of the feedback loop.

One of the biggest tropes around is that of the "Scientist/wizard who meddled in shit beyond their ken and fucked shit up"
Remember Doom? When they tried to create teleporters and accidently opened a gateway to hell? Or when The scientists in Eva accidently caused second impact? Or any number of horrible nazi experiments which could be super natural, technological or a mix of both. Or the Fly man from The Fly. All these are the sorts of things where some NPC fucks up and players end up dealing with the results.
My question is this: How do I get players in there, doing that research themselves and then fucking things up in a way that seems both reasonable and also fun? Because that seems like a fun fucking game. It's SCP except we're making all of them and OH GOD THE PROTOTYPE COFFEE MAKER IS SPITTING OUT SHOGGOTHS!

It is something that requires a certain amount of player interaction and initiative though, you might have a hard time if they are all the passive types.

Everyone has seen evil space opera empires based on the Nazis, the Soviet Union, Rome, and so on. What are lesser used historical empires for evil empire purposes, and how would they work?
I'm imagining something based on Britain, where aliens keep colonizing smaller space nations for their own good, but who obviously always come out better for their "kindness."

In my settings acts of terror are likely to be small scale and aimed at law enforcement agencies in my Supers setting while my Space setting sees more groups taking aim at whoever gives them the most notoriety.
Public opinion tends to be whether or not a terrorist organization's goals are good at the end of the day they are usually resented for being fucks who caused the city to go into lockdown for 24 hours.

Regarding space terrorism
It seems somewhat a) harder to do then usual terrorism. From security standpoint, spaceships (and space stations) are pretty much isolated enviroments with heavy security checks. So, setting pretty much needs to be either a scosmic opera where those considerations are handwaved away ("You do not need to check my luggage" - pass) or something with a cybernetic angle (hack security programs to gain access, replace/doctor cargo manifests, replace passsanger lists to deliver actor in place, bomb in prosthatics etc. Also: since space is a hostile enviroment, acts of terrorism will probably be unrestrained (equivalent to ship sinkings)

not especially, unless you're a huge LotR fan. Models are generally pretty low-quality and blobby, and the rules are pretty simple and luck-based.
It's fine if you just want a game where you can throw dice around over some beers and not really worry about strategy or plans, though.
