By taking alignments out of my game completely because alignments are fucking retarded and don't actually work in the context of... actual context.Also get better taste in manga.
If orcs cannot be anything but "evil" or at the very least savage monsters you kill it.
If orcs can be good then you don't kill it.
I feel like there's usually enough information about orcs in any given setting to where you'd know the answer so you don't run into the "well nobody has checked before" shit.

Regarding Diplomacy:

How "modern" should a Modern Fantasy setting be, especially when there's more fantasy than technology?

If there's anything more than a smidge of fantasy running around the background, hidden from the world? Then you've already abandoned the modern. The modern is defined by today's challenges and realities. If you strip those away with fantasy, then you aren't in a modern setting anyway.
You can have a whiff of fantasy in a modern setting. The real world but superheroes, vampires, or goblins under beds that transcend it are interesting specifically because they transcend it. But if fantasy is common-place in it, then there's nothing to be transcended, so you've abandoned modernity in the setting.

Good modern fantasy setting are like Final Fantasy modern fantasy setting where the modernity is used to include more fun and props for plots to be done instead as cockblocks to DM and players imaginations.

How would other Humanoid races view one Humanoid eating another?
Lets say Human eating the corpse of Elf or Gnome?
It is certainly not cannibalism. But I would think most intelligent PC/NPC races would find it horrifying.
Is it because humanoid races on average have an intelligence score to communicate/have culture/dream? Or is it because certain humanoid races looks so similar? Would it be less horrifying to watch a Tengu devour a corpse of a Kitsune? Would different races have different outlooks to such a practice?
At what point is the boundary crossed? Is it tied to a creature's intelligence score?

This right here. I'd think if there were any humanoid creatures in real life, normal people wouldn't even brandish the thought. I think it's because we all share commonality is what makes it the saving grace.

Again, I think of this in similar terms to murder. Even if there is a race of sentient chicken people, it would still feel fucked up to cook and eat the fuckers because you're still killing an intelligent person. Albeit with feathers.
Y'know I think the farther you break away from the humanoid form, the easier it'd be for someone to kill said creature, regardless of intellect.

I used the Tengu example since sometimes Tengu are shown to be scavengers to reflect their crow inspiration.
Such are their Carrion Sense ability allows them to track dead or dying creatures and Carrion Feeder implies they have a greater resistance to eating dead stuff.
Has WotC or Paizo ever touch on this subject?

Are you using any custom terrains or objective rules to varying the gameplay? I'm thinking about something like supplies run with 5-7 of pic related located on game area. When you manage to capture one with your unit you roll d6 for some movement or attack bonuses, activating booby traps or you can just burn them without rolling so your opponent will stay with nothing
