I have a chronic problem with being able to run campaigns lately.
I now have access to so many options over years of buying games and getting involved in the share threads and my players are so neutral as to what they want to play that I've been locked in a situation where as soon as I start planning for one system I feel the urge to switch games and plan something for another game.
This is going on 3 weeks as I put our meetings on indefinite hiatus and no one will give me definitive opinions of games to play.
I have an irrational concern about running something shit even though these guys have always been happy with my results but I want to pick and play something that's really gonna knock their socks off. But I'm not sure what to do.

If you haven't already try running GURPS. It's huge variety of options makes it something you can really sink your teeth into as a GM and allows you to do something different each game. It might help you from wanting to constantly switch systems as the amount of different campaign styles you can run with it really help vary things up for both the players and the GM and not just the difference of fantasy vs Sci-fi, but the difference of the entire feel of the system. You can play it anywhere rules light to crunchy complex combat, gritty realism to spectacular heroics, combat heavy to social oriented and plenty others ways to switch up the feel of your game.

I'd say he's more of a lawful neutral wizard that really wants to be lawful good because upholding the balance of good and evil is kind of lame. I can see where you get necromancer from since he can travel to the afterlife to commune with the dead and perform true resurrection but everything else he does is just generic wizard fare.

Bolt Action or 40k Kill Team? Thinking of getting into skirmish games.

If you decide on kill team do the Hearlds of Ruin community edition.
If you want a game that is easier to get into with simpler rules and a more fast-paced play style, try 40k kill team.
If you want more complex rules with less dependable combat, a leadership system that actually gets used, and a system that forces you to account for unreliability, go with bolt action.
Personally, I prefer Bolt Action.

It's literally impossible to run a good horror campaign in D&D unless you rewrite all of the rules and all of the fluff to be a different game entirely.
Games are designed with one mode of play in mind. Even "generic" systems have a specific tone they're aiming for, and trying to run something contrary to that tone in them is like trying to dig a pit with a pitchfork: technically possible, but boy you're making things unnecessarily hard for yourself.

I've run into the problem of not knowing what to call something.
In my setting, transhumanism is illegal and rare, and I need some slang to refer to them, as "transhuman" is kind of a mouthfull.
To detail what is counted as a transhuman in my setting, having your body be more than a third machine makes you one, but having any kind of mechanical augmentations for non-medical purposes also makes you count as a transhuman. Being a designer baby or having received genetical manipulations also makes you a transhuman. Cloning is kind of a grey zone, but is also looked down upon. The hate runs deep enough that bodymodding can get you accused of being a transhuman.
As you can see, I need some shorthand for transhumans, because calling them transhumans is clunky, and using "trans" and similar can be offensive to other groups that begin with "trans-" but are not transhuman. Which is a big deal when you have one at your table.
Also, discuss fictional slang in general.
A term used for that kind of thing is 'Human Plus', often abbreviated to H+
