IMO,
Halruaa, Faerun: best gaming setting.

About half the native systems in any slavic country you're in, if not just all of them.
World of Darkness lore is pretty rich in the slavic parts.
If you're not a slav yourself but somehow thirst for it, you can just play any system in the Witcher setting, maybe 50-100 years before the main story is set, you can play basically any fantasy system in there.

My group and I are thinking about doing an evil campaign of mutants & masterminds. My buddy wants to play the stereotypical evil scientist. Y'know, Freeze rays, death rays, bombs, the works. Another group member wants to play a superstrong tank. I originally wanted to play a rogue A.I. but then I decided not to, because it was too complicated. Since we don't have magic support, I was thinking an evil wizard, witch, or bloodmage. Any ideas to make my character interesting /tg/?

Be a Saturday Morning Cartoon villain. You have a super-scientist and a super-strong tank. Become the party leader by becoming every 80s villain ever made.
Be super-cliched, use muscles and magic, call your enemies "Fools!", build giant lairs filled with traps and slow-moving dipping mechanisms, and hire henchmen with terrible marksmanship.
Lead the other PCs in robbing banks or kidnapping the President or other petty shit while avoiding killing people if you can.

Step 1. Take a deep breath.
Step 2: Roll stats.
Step 3: Realize you're making a bad decision and walk away from the game.
If your DM was petty enough to "slaughter" your character, making a petty revenge character isn't a good idea. In fact, making a petty revenge character is *never* a good idea.
Sit down with your DM and talk to them about resurrection options and getting your guy back in the game. At ECL 20 there's options for you. If he refuses and you're still angry about it, just walk away instead of taking petty revenge. It isn't worth the trouble.

Not yet there, but well on my to having a medium size Berserker (homebrew) who wields a large hammer with no penalties, double damage and has a consistent 28 Str, on top of being a werewolf.

I made a beguiler that prestige classed into Mindbender. This gave the character 100'ft telepathy. I then took the 'Mindsight' feat on level 6.
This allowed him to detect and pinpoint anything Intelligence score of 1 or higher within range of its telepathy. It was pretty much 100'ft blind sense that also allows you to "feel" rough characteristics of the subjects mind.... all at level 6....
Yeah, that game didn't last long. After that I made the decision to never min-max again... That was just... too much... That poor DM....

I don't think I've ever seen this in Sci-fi/Space opera games. Most of them seem to assume rotating planets with day and night cycles. What would life be like on a (relatively) 'stationary' planet where only a thin 'twillight' ring is inhabitable? How different would life (as well as flora and fauna) be compared to a day-night cycle planet like earth?
