Last game I played was Hotline Miami so...
He's a horrible mass killer who has profound tendencies towards sadism and disregard for himself. He slips in and out of surrogate identities in order to distance himself from the horrible things he's done, while also fully indulging in them.
I think he's basically a horrible mix of Night Lords and a little bit of Alpha Legion. His legions tactics would be hyper aggressive with a disregard for casualties, but not necessarily as blunt as the World Eaters. They'd move fast, frequently make decisions on their own initiative, and frequently take heavy losses while inflicting them on the enemy in kind.
I think they'd probably do a similar "mask" thing to the Eldar, where a space marine undergoes a ritualistic adopting of an identity or totem animal before deployment, psychologically embuing himself with (what he believes) are the aspects of the animal.
Also, they use a *lot* of combat drugs.

Tessagog is a character that was physically
designed around the idea of being a collaborative Frankenstein of popular female characters on /tg/.
>the body is both statuesque and stacked with Sorceress TnA and covered in Liliana markings with Yukinas chiseled back. She also has the Sisters of Battle's shoulder pauldrons with the Lady of Pain's blade feathers decorating it like a cape while also wearing Snake scale gauntlets. She has Marcille's pointed elf ears and blonde hair. She weilds dual dwarven axes. She has Celestines child bearing hips and Alariels perfect calves/thighs. She has sexy yellow Orc eyes with a Red Sonja inspired chainmail bikini top. She has creamy asian colored skin and wears Greek inspired Greaves with leather strapped backs and Orc carvings in the armor while being bare footed. She has a thin, Whale Tail styled chainmail loin cloth bottom with a wolf head sporran in front of it.
The current lore is that she was raised by her father as part of a warrior tribe, and when she came of age she went on a journey to become stronger and learn of the world, as is tradition in the tribe. The only possession she took with her was her fathers enchanted axe. After returning from her journey she sets out to fulfill her ambition and rule all northern tribes of the Ou/tg/rounds. On this journey she will meet two party members, a wizard and a rouge. She also brings with her another magic axe, a wolf companion, and the runes that protect her on this journey.

I came up with this setting for a thread the other day and thought it would be something legit interesting to build upon
The wild west but with a splash of high fantasy magic and biopunk. Around the late 18th century, an American inventor accidentally discovers cheap bioengineering (through some deus ex machina shit, idk), and with the boom of westward expansion also comes the desire to put this new science to the test, pioneers modifying their body to help them survive the untamed lands, soon developing abilities such as telekenesis, pyromancy, and a slew of other powers at the cost of looking less and less human. Once these biologically modified pioneers (or bioneers) reach the lands of the west, their bodies look something akin to pic related. Meanwhile, back on the east coast, the practice of bioengineering is banned due to religious zealots, riots, race wars, and the South pondering secession to keep the satanic muties out of their gene pool.

Why contain it? Your setting sounds like a wacky descent into transhumanism at the hands of people who considered cocaine good for your health. A diverse array of circue freaks sounds like the perfect party.
I'm a sucker for more power with more risk, which is what it sounds like your humanity stat does.

Ive been playing an old as shit BG list on xmage and it been super fun. Ive herd it called eva green and suicide black. It runs hypnotic specters and snuff outs, as well as that one demon with delve. I'm surprised how good of a threat specter is, people are always gunning to counter/remove it if they can.
