What's a good balance for magic and technology for any given setting?
Depends on the setting.
Generally each should have some distinct advantages. Even if one is dominant, unless you give both some degree of unique utility then you're just cluttering up the setting with pointless redundancy.
That is, unless you're doing a superhero setting or similar, where magic, science and magitech are all equally viable routes to the same end. But those tend to focus much less on the setting and more on the particular characters and their unique capabilities, so that sort of foundation worldbuilding is less important.

Personally, I don't think one should overpower the other.
I've warmed up to the idea, but it's always been a pet peeve of mine to have mechs or robots in a setting that's largely been based on a more classical aesthetic or early 20th century.

Shield spell doesnt stop bullets, but hardened magical steel does. This way martials can survive gun slingers, but not mages. Mages can cook martials but can get sniped by gunslingers. Gunslingers can magdump martials but will have to be damn lucky to find somewhere the full plate dont cover before they catch a sword.
I want to get into 40k but from what I've seen it looks like 7th edition is coming to a close so should I just wait for 8th, and long is it in between editions?

I'd say to wait, but if your really want to you could just get some of the basic infantry choices or HQ's that you want, can't go wrong with them. as long as you know what army you want to play that is.

Thats split amongst all party members. But seriously, that's going to be at least 600-1,000 EXP per session at this level and later game it'll be around 2,000-3,000.
That's pretty easy. 1000 EXP paid off over 5 days (assuming break day) that's 200 a day. So 4 sets of 20 push-ups, curls, and etc should be easy enough. Takes less than half an hour.

The Reserved List was first published on 4 March 1996, as a response to the protests against *Chronicles* and *Fourth Edition*.
During the years, the Reserved List is changed. The last and the worst revision was in 2010: if this had not happened, probably today we would have seen Masterpieces dual lands!
I know that there is a lot of hype for Modern Master 2017, but I want to remember to all players that, at least until today, the Reserved List is the unresolved mistake.
I hope we will see snow or legendary dual lands before it's too late.

Another players character concept for a roll20 game I'm applying to. I think they look like a swell bunch.
A boy of many talents who is force sensitive and follows the ways of the mandalorians, jedi, a little bit of sith, the way of revan and was the youngest ever imperial grand admiral when the emperor first employed him he was 10 years old and extremely intelligent and a good military tactician he served for a 5 year period after his promotion and was rivaled in military prowess only by grand admiral thrawn himself he hid his force sensitiveness well from the emperor and soon was put in charge of training anti force troops and was gifted with 2 super star destroyers the basilisk and the 5 justices his troops were loyal to him alone he even had a few force sensitives in his ranks. he was of mandalorian decent and is directly related to revan himself as well as several great mandalore's. he was hailed by his men and many others as Grand Admiral Master Darth Mandalore the Revanchist. when the emperor finally found out about his heritage and force sensitivity he ordered his termination by lord vader thrawn and the inquisitors themselves but they failed miserably the last words heard from him for the next few decades was " Don't follow or you may wish the emperors punishment itself upon yourself. after that he was not seen data records recovered upon his return data record reveals that for 5 years after his departure he headed for his home planet that no one but him knew about known as garrison and spent those years training his soldiers to the peek of their ability

It depends on what you consider believable. There are people on /tg/ who would screech at the map of the Earth with the mountains slightly rearranged. I have never had such problems because I don't ever feel the need to justify a world where gods and magic exist. Pretty much anything can be explained via gods and magic.

what interesting conflicts can arise in a SolarPunk kind of world?
>Solarpunk: genre that has no representation yet on any works, but is talked about on some forums. Basically implies a eco-utopia where everything works by sun, wind and water powered technology; government has de-centralized into independent, self-suficient cities and settlements; humanity is much more integrated into nature.
The lack of corporation-induced ambition, consumism and money issues brings people to invest time in arts and research.
The artistic backtround for this is mostly art-decó and modernism; with large skyscrapers redefined into vertical gardens and things like that.

Well, let's assume we want to make -punk matter, we remember an assumption on OP's list is pretty unrealistic:

Just because the power is sustainable doesn't mean the plants are. And even if they're not, growth will need upgrades, and a company is glad to spend millions on useless updates if they can make billions telling you those updates are important.
Especially if we accept that the national system breaks down into city-states. Doubly so when the unplugged masses who can't fit into society live a Mad Max With Trees lifestyle huddling around sources of power, stockpiles of "still good" obsolete batteries and charging methods while trying to live free of the constant demand of maintaining a citadel-scale colossus and the roving gangs of technobarbarians who decided it was easier to live off raiding and pillaging these guys and the cities' trade routes.
Basically it's "what if Handsome Jack won Borderlands 2 but was into eco-friendly energy".
I've seen this idea toyed with on /tg/, but never too many ideas. How would you make a dungeon inside of a larger creature (such as pic related?) What creatures are best suited to be dungeons? (Dragons, Alien creatures, Fish?) What sorts of motivations would heroes have for traversing such an environment? What sort of encounters would they face?

As far as creatures, I'd say you got any other swallowed inhabitants, natural parasites/symbiotes, maaaybe undead or golems? Motivation would be to retrieve something before its digested or to escape, but as far as traps or shit, I got no idea
