What'd be a good system for a game with the feel the Super Show! is trying to evoke? Cheesy 90s Sentai-esk kids show nonsense? I'd say probably one of the many Supers games but I've basically no knowledge of any of them. Basically looking for something fairly low power and simple for a fun and light game.

Probably Risus.
I used it for an Axe Cop themed game I ran a while back, and I definitely suggest it for silly supers.
The issue (in this case) with most Super games is that they try to exact the powers of your dude (which is cool and useful, but not fast nor lite).
If you wanted to pick up more detail, Mutants and Masterminds is pretty great though (plays real fast, good feel, with statisfying amounts of depth).
Typically I use GURPS with wildcard powers from Supers... it's makes for a silly and loose game that can switch tones on the fly pretty easily.
But seriously, Risus is free, and probably the most competently put together rules lite rpg ever published.

Marvel Heroic. Always marvel heroic! Too bad the dingbats holding the system won't fucking deliver the generic version nor get a new license from marvel or DC. I read somewhere M&M lost their DC, so it's probably up for grabs.
Otherwise, you'd be looking at low power Mutants and Masterminds. Something like power level 4 to 6 with limits on spending if you want the Aquabats experience of low tier powers that barely work.
That is, as far as dedicated super hero systems go. Generic ultra light systems might do a pretty good job.

My players have become nobles in charge of a few small villages in western Faerun. Their major responsibilities are to resolve disputes among the peasants, pass judgement on criminals (or exhonerate the innocent), and sometimes to grant special exceptions or privileges to needy or deserving people.

In Legends of the Wulin (my preferred system for high action/Platinum stuff), likely a Footwork and Strike focused style, mobility and accuracy, with a Saber/Massive or Sword/Massive special weapon along with a Ranged option.
Although I'm not sure what Internal style she'd have, I don't know much about her expanded capabilities in the game.

The Black Templars (used) to do it by always being on crusade. Since none of their elements ever really talked and were always engaged in action and thus always sustaining losses, their high numbers could be explained away as temporary preparation for future battles, or genuine miscommunication, assuming it was even discovered at all.
Another way to do it is with Chapter Serfs. The Codex Astartes deals exclusively with Space Marines. Marine Chapters can and often do have additional small armies made of serfs that man and defend their chapter fortresses. There's nothing saying you couldn't do that en-masse, except for issues with transporting them, that's when you run into trouble since the admech/nav houses/imp navy control space travel except for your small strike cruisers

Depends on the culture. At least in the homebrew I made, there is a culture that explicitly uses blood magic. To them, blood holds the source of magic power. People can use magic as normal, but if you shed blood the magic can escape in a concentrated form.
Most people see this as something that these villagers do. A lot of magical scholars know that this is some powerful shit, but the detriment to the body is greater than if one were to just cast diluted energy.
Some people think this is abhorrent. That destroying the vessel from which magic flows is against whatever god or goddess they believe put it there.
This latter view of thought actually caused a split between the royal families of this village.
Normal blood magic also exists, such as rituals, sacrifice, etc. but nobody can actually recreate the power of magic that these villagers have.

Depends very much on the setting, although I suppose it would be at the point where races no longer had distinct niches of their own. If every race overlaps significantly with one or more other races, becoming indistinct and not really adding anything to the setting by their presence, you have too many.

Lore-wise why are 30k-era Astartes such trash compared to 40k-era Astartes?
You see a 5-10,000 strong 30k-era Astarte force struggling to do what a 40k-era Company sized force could easily pull off on their own with no backup.
Something like the Damnos incident would have likely wiped out half of the Ultramarine Legion.
30k-era Marines seem to come off as "slightly better IG Stormtroopers" rather than "Super Soldiers".
marines after the horus heresy are recruited, trained, mindfucked and armed better. possibly chapters use more serfs, servitors and automated stuff to focus better on the battles
mass-production and the high attrition rate of heresy-era campaigns meant that marines from that era never grew into the centuries-old badasses that 40k astartes are.
40k marines have to compensate their lackluster numbers with better gear and wayyyyy better training.
