I don't mind the first one because you'd be surprised how often dragons do NOT make any appearances of note in most games. In 20 years of gaming, I can count on 2 hands how many times I've fought a dragon.

But why don't we equip all our men with jump packs? It seems silly to deny what is clearly a massive tactical advantage of rapid movement to our tactical marines and devastators to instead just hand them out to assault marines who are under-armed anyway.
It's not like jump packs are expensive to make or even rare- you had full unrestricted access to multiple versions of them during the writing of the Codex Astartes, and they still can be easily produced as is evident with their mass proliferation across all Chapters despite the current models being "recent" inventions. Just imagine the kind of damage we could wreak upon Abaddon in revenge for Cadia by equipping all of our meltagunners with jump packs, allowing them to near-instantly close the range gap and vaporize the enemy.
In the same vein of thought, why the hell are our civilians flying around in floating cars when we can't use jeptbikes anymore?
Is thete any way to hide threads so that they don't show up in the catalog?
They're big, bulky and use fuel too quickly for extended operations. Our destroyer weaponry is too heavy for their use and our tactical marines would be limited in the range of environs they could operate in and would present a larger silhouette to enemies during stealth or engaging the enemy at long range.
Furthermore, while the technology is reproducible, it is nowhere near cheap- you don't see guardsmen or even inquisitorial stormtroopers running around with jump packs do you? A chapters resources are limited- which is why you get power armour, not centurion armour, my son.
The civilians flying in floating cars are most likely the most extremely wealthy nobles or inquisitors in disguise. Or tau. They use the same technology our landspeeders use, not the ancient technology of the jetbike.

I go with Gnomes as good natured murderous fey. Their societies are relatively peaceful and mostly self contained with the only major trade being in fine crafts. Which isn't to say they're withdrawn or hostile, Gnomes are the friendliest folk around, until the moment they're threatened in any way. Then they go silent, drop whatever they were doing and their faces turn completely expressionless. And then they start killing.
Kobolds are the masters of defensive traps and ambush, Gnomes are the masters of offensive traps and ambush. And on top of that they have a natural talent for illusion. Not fun and games illusion, the sound of your friend screaming for help in the dark to lure you away from the fire's light illusion.
There's no passion or emotion in how they kill. If you impale yourself on a punji stick they won't finish you off, you're not going anywhere and you'll bleed out soon enough. They'll just turn and leave you there, or worse wait for someone to come try to help you.
And then when it's all said and done and the bodies of the latest over confident bandit clan are burned or buried it's back to cheerful laughter and smiling as if nothing had ever happened.
So basically tricksy murder midgets.

Making D&D campaign. I want it to be really puzzle-heavy, with two dungeons almost like zelda-temples. Pretty much any kind of puzzle is good.

Take a look at the Tomb of Horrors and Temple of Elemental Evil.
Higher dimensional hypercubes are rife with potential. And they're not too hard to design (although the number of rooms you'll need will go up exponentially. There are 8 in a 4-dimensional hypercube, 40 in a 5-dimensional hypercube, and 120 in a 6-dimensional hypercube.
Alternatively, you can do a higher dimensional simplex https://en.wikipedia.org/wiki/Simplex
You might want to abstract it a little bit so they're not wandering through tetrahedron shaped rooms by ruling that each room is still a rectangle and each of the walls represents one face of a tetrahedron. But the number of rooms goes up in a far more reasonable curve. A 4 dimensional simplex has 4 rooms, a 5 dimensional simplex has 15 rooms. A 6 dimensional simplex has 21 rooms. The number of rooms in an n dimensional simplex is simply n(n+1)/2

Why is magical item creation always seen as overpowered?
It seems balanced. A character needs the tools, the materials, and lots of time in a safe place to even begin making something. Heck, anything worth having takes at least 10 days of constant crafting and thousands of gp worth of rare materials.
It comes from a few things.
