When people say that IQ is largely genetic, they mean that a large fraction of the variance in IQ can be explained by genetic factors. If you think about it, that doesn't contradict at all the idea that IQ could drift massively over time -- because the explained variance is only with reference to a particular population in one particular snapshot of time.
