I have no idea how to do this problem analytically I just noticed quickly that 50+25+4(10)+4(1) was a arrangement that adding any single coin to would fail the criteria

I think it means like if you take a 50, a 25 and 3 10s you have more than a dollar, but you can't use those coins to precisely make a dollar. So what is the most you can get with that condition.

just exhaust all possibilities I guess, you can take max 1 50 cent, max 1 25 cent (2 25cent would be 1 50 cent), max 4 10 cent, max 1 5 cent (2 would be 10 cent, already covered) and max 4 1cent.
=> max 50+25+4*10+5+4=124

but this config doesn't work, since 50+25+10+10+5=100. Taking away the 1 cent doesn't help obviously, and taking away the 5 cent works out. So you have the maximum of 119.
