That's a motive for a policy decision. This is just a factual question, and it's being left to the least qualified person. The EPA has scientists who study the subject, why aren't they the ones making determinations of fact? Politicians can set policy priorities, but the question of what is actually happening should be left to the experts in that field.

In theory, if you could sterilize a food or drink entirely to remove any and all traces of bacteria, microbes, and the like, and then seal it airtight, would that food or drink not require refrigeration?
For example, if you could totally sterilize milk and put it in an airtight container, would it no longer need to be refrigerated, at least until opened, and held in its container indefinitely, like for decades?
