IMO New Vegas is waaaaaay better. NV is my favorite game and Fallout is my favorite series. F4 is the weakest fallout to me. I still haven't finished it and I struggle to keep playing it. I'll probably play like an hour before I get bored.

New Vegas was an absolute clusterfuck of a buggy mess until like, the last DLC came around.

But yeah it's easily the best in the series.

Also do a max LCK and INT build, put the rest into END after dropping everything else to 1. Get skilled and heavy hitter and go pure unarmed with Veronica as backup. Empty out every casino because luck breaks blackjack then go get greased lightning from the brotherhood of not playing nicely with others.

After that you should have unarmed maxed and stealth is the next priority, become the legend of the silent fist as you walk around in stealth one hit quitting everyone you meet and veronica soaks up bullets when you can't be quiet.

They spend like, the entire game explaining that Caesar alone keeps the legion running and literally every other major player in their group is a complete douchebag that would kill the empire if in their hands. Even if you save him it would take literally any assassin or even just old age to completely destabilize them.
