Huions are good and are dirt cheap, pretty sure xp pens are too. Clip studio is on sale every few months for $15 and Sai can be gotten for free easily. Photoshop runs like shit, but you can torrent that too. And of course you can always use a good ol' pen and paper.

You both can do it if you actually draw and stop making excuses.

I'm a bit conflicted about this now. I gave up while still in high school because I got the impression that my skills could produce images on par with what I can imagine.
But that was also before I realized how much time and effort it takes to get good at something you have no natural talent for.
As a good example, I started playing WoW as the worst priest ever (I only found out what talent points are after complaing that the game was so hard around lv30.) Eventually I came to love PvP and it took me 5 years busting ass but I got 2k-2200 rating in every bracket.
So now sometimes I think maybe I should practice again but I don't want to throw my heart and soul into it to potentially be disappointed again.
Even if I did find that old passion again, it won't get me out of the NEET hole and able to pay bills again.
Too bad I'll never be paid to lurk here and watch anime/Trek.

Also on a side note I never could use a graphics tablet worth a fuck. I assume I was just doing something fundamentally wrong like having hopes and dreams.

It is something you need to have an affinity in. You can train it by drawing and drawing and drawing. It is an acquired skill, but becomming actually great needs a shred of pre-existing talent. Unless you want to make a living out of it you will really just need to practise it a lot. As time goes on it will look less shit and eventually even good.
