I don't know how you're supposed to measure speed of reading, but it would depend on how long the post is. Probably not more than a few seconds for a few sentences.

Read books with larger print and a wider spacing until you recognize the shapes of words. Once you've practice that, it'll take a while, your reading speed and comprehension should increase.

I think the issue is that books just bore me to death. Any text that bores me will either be read slowly in order to force myself to gather information or I will speed through it without understanding anything because I don't want to sit through it.
I don't know what it is about books that turn me off, but I literally have no motivation or enthusiasm towards them.

I don't think you're a brainlet, you just have attention deficiency and also unexperienced with reading. I had this problem too after not reading for couple of years and solved it by forcefully sitting through like 50 pages of a random book as a first task of the day. Also, you're not supposed to enjoy every genre or kind of literature, just skim through e-books and find the one that really enthralls you and try to search for similar works. With time you will naturally start to read faster and comprehend what you read much easier.

Not a fan of books, but I wouldn't consider myself a brainlet, just a huge sperg. Maybe try reading a visual novel, or do they not work with you as well?
