'Best' isn't necessarily the most efficient.

An enlightened despot may rule more efficiently than a democracy, but it seriously cannot value the liberty and personal choice of its subjects whilst denying them the vote.

Nor can it follow the rule of law - an enlightened despot implies a ruler free of laws, to rule as he sees fit. This is completely arbitrary rule, therefore. Taking the convenient option over the morally correct option is hard.

Democracy isn't the most efficient government, it isn't the most stable government type either. However, democracies are still reasonably efficient and stable - rarely, do you find a democracy paralysed by indecision, or inefficient to the point of ineffectiveness. They hold the rule of law dear, valuing the equal and unarbitrary application of law, with many checks and balances.

Democratic governments also seem to value diplomacy over war (democratic peace theory), and are less likely to resort to violence in a foreign setting, and have the most checks and balances to prevent resorting to violence in a domestic setting.

Democracy, therefore is the 'best' government, in my eyes at least.

Even if you can't abolish the threat of war completely, its possible to negate it to a shocking unlikelihood - what, then, do you do with massive conscript standing armies that you need to pay for, feed, supply etc?

uh, Germany and Japan were kinda forced to abolish their standing armies and scale back their defense spending to near zero. they also didn't have to worry about defense spending for many decades because they knew the US would defend them.

if Germany and Japan didn't have such close ties with America, you can bet their defense spending would be much higher and their armies much larger. Japan would have to ward off China on its own, Germany would have to worry about Russia.

but i think every government employee should be evaluated for their competency and cooperation. it's better to risk some bad conflict of interest cases than to have a stagnant, retarded "im better than you because i said so" ball busting government. we had an experimental, innovative government in the 30s and 40s because we had a common goal, but instead of war/disease uniting us we should have a fear of losing your comfy fucking job if you're useless.
