That's unironically fine. Say you get frontral lobe damage and your fluid intelligence goes to shit. You can still function with sufficient crystallized intelligence.

To answer that you first need to answer what intelligence actually is

It's a fickle concept but it basically means how well you can work with the resources you've got. Your mental aptitude (how well you can do something) is another concept, and it's sort of dependant on the first one

Neither are fixed but a highly disproportionate amount is just genetics. Like 80%.
