That's a pretty hefty goal. You should start small first. Look into Unity or Game Maker, they're better suited for those with minimal programming experience. There's a lot of resources for both too.

You should start learning programming as a hobby and get a job, your goals will change over time though, game design is hard, but who knows you may work on something big in 10+ years. All depends if you have the talent, you shouldn't stop looking for your talent whatever it is.
