Robots aren't super charistmatic. Robots probably didn't get a car, get a job, and done extracurricular activities while young. If a robot has to do community service to increase chances of getting a job then so be it. Dealing with customers and satisfying them in under 3-4 minutes can be very overwhelming for a robot who has never worked before. Volunteer work can help a robot seem like a better person and help prepare for work.

I never was much into volunteering. I can do one-day things but never more than that. I tried the food bank...they just had me sorting stuff in the back and treated me like a juvenile offender doing community service

It's more than just money. It's about respect and feeling productive. Having experience to get better jobs. You can't live on your with NEET BUX unless you have a disability and live with family. Even then your family would like to know that you can provide for them when they get old and sick. It's difficult making friends when you have no job . It's difficult dealing with depression and insecurities with no job.
