Get experience by cleaning viruses off PCs at computer repair shop for 4 years while making minimum wage. Use the internet as your teacher. Get a better job in the parts of IT that interest you the most because you now have experience and probably some industry certifications. Jump companies every 2 years until you've earned enough experience points to get what you want. Become indispensable.

Depends on the branch of service. As far as I know, Army, Air Force, and Navy raised the limit of their enlistment ages to mid-to-late 30s. Marines might get you a waiver depending on your resume, physical conditioning, and ASVAB score. Not sure about OCS/OTS, which not be a bad idea if you've got a degree.
