I lived in India for a couple years.

Haggling is necessary for almost ever transaction outside of restaurants, general stores, and big shops. If you want to buy a scarf from a market or hire an electrician to fix a fix an outlet, you have to barter. The expectation is that everyone is going to milk as much money out of you as possible and that it's your responsibility to ensure a fair price.

Having said that, I think the tendency of well-off South Asians to haggle into oblivion is somewhat indicative of the awful state of their country. Some rural villages are basically run like feudal kingdoms because a handful of rich folks exploit and indenture starving peasants to work land which their families used to own.

Most Indians I know who have lived in the US for a long time know they're not supposed to haggle. My mom has a graduate education but also does a lot of athletics coaching; she told me Indians ten or twenty years ago used to piss her off by trying to negotiate the price and wouldn't get it when she said, "The rate isn't going to change just for you."

She said it's a lot better now (a lot of the middle-aged Indians here have been here for 10 or 20 years), but there are probably still some obnoxious holdouts.
