Their employees work on commission so they try to use every scare mongering tactic in the book to get you to pay for it.

When my friend was in uni they had a tv license guy come round and try to tell him that he needed one to watch DVDs on his laptop and he just laughed in his face.

I'm not the OP but I'm from the UK and I can explain it. If you've got a TV in the UK and use it to watch live broadcasted programming from the likes of the BBC, you have to pay a TV licence by law. The TV licence helps fund the BBC to keep it ad-free and impartial. You need one per household.

Just owning a TV isn't enough to warrant paying the licence fee, for example, you could have a TV and be using it to watch YouTube and Netflix. In this case you wouldnt need a licence because you're not watching the big broadcasters like the BBC and Channel 4.

For some daft reason the TV Licencing agency, which deals with all aspects TV licencing fee including collecting it, presumes everyone in the UK must be watching Live broadcasted TV from the big channels and will send you scary, threatening letters like these even if you're not a criminal. They range from ones like this to others threatening to take you to court in big, red capital letters. Sometimes even calling them up and telling them you don't watch live TV isn't enough and they'll continue to harass you.

If you don't watch live broadcasted TV you have absolutely no business with them and can ignore everything they send at you. If they send an inspector around to your door you are under no legal obligation to let them in to carry out an inspection or even answer the door, they have no legal power and are just there to scare you into paying the fee. Tell them to just piss off.

It's much worse in Austria. Even if you only use your TV for Youtube/Netflix you have to pay for the official broadcasting (ORF) here, which is about 25Euros/month. As long as you physicly own a tv you are forced to pay.
