Usually it's something like a voluntary group (or an endorsed group with anarcho-capitalism) that protects the whole, or everyone defends themselves and/or the community in which they reside.
Anarchy is essentially utopian, so it's never been implemented in modern society, so it's fun to guess what it would be like and solve problems from the ground up.
