Between the islands of Kauai of Oahu, Hawaii; 500 feet below the Pacific Ocean’s surface: you’re born.

2017 (a few months from now)
A thought enters your fish brain that had never entered before. Normally your thinkin’s range from “I’m hungry” to “I’m tired”, now; however, you think “I want to be President of The United States of America”.

You are a frilled shark, a fish characterized by unforeseen political ambition and an unusual appearance: a long, slender, eel-esque body, big black eyes, a snake like mouth with trident shaped teeth, jutting gills, and a large “fluffy” tail. You decide to take a long swim over to mainland America.

2018
Six months later you arrive at a Center for “Marine Biology Research” near Drakes Bay in San Francisco, California. Some guy found you as you surfaced at Drakes Beach, he repeatedly tried to put you back in the water but you stubbornly kept flopping back onto the sand. Nearing death from lack of water and the depressurized surroundings, a group of well-to-do beachgoers start to rush you to the Center. You feel yourself blackout as death takes you

Last time you caused a gravity anomaly that nearly wrecked the colony and definitely wrecked your property. Fortunately you were able to stop it...unfortunately it was largely too late to save your property. Good news is you now possess a mine full of Exotic Matter that was caused to form by the gravity anomaly. Bad news is you gotta decide on a plan for it and arrange for repairs of your stuff.

Which is very bad because you had been relying upon being a supplier to provide protection against criminal scum thanks to the pirates who regularly visited your store.

Also while you were...occupied a funny little bot picked a fight with your bots again while the drones were trying to work.

Rules:
>Everyone get to create a civ
>Everyone chooses a starting area on map, capital city, other city. Also population distribution is decided by player (Capital city must always have most pop)

>Development actions can develop magic, tech, or culture
>Regular actions are limited only by the people in your civ. You can use them to build, explore, fight, etc.

You slowly open your eyes, trying to power through the worst headache of your life. At first you think you just had A LOT too much to drink yesterday evening, which is supported by the facts that you appear to be lying in a clearing in the middle of the forest and can't remember for the life of you what you where doing before you passed out. But when you look around and try to somewhat regain your bearings, you quickly realise that this isn't the case - for three reasons.
Firstly, you're surrounded by a rather complex runic array that is burned into the grass.
Secondly, the air around you is still charged with ambient magic, implying that whatever happened did so no more than an hour or two ago.
Thirdly, you have no idea where or even who you are.
And frankly, that rather unnerves you. You sit up with a groan and try to cope with the situation, but the more you think about it, the more you start to panic. What happened? You don't know the effects of those arrays, if something went wrong there could be any number of side effects, what if you forget how to do magic, oh god what if you become on of those mutants?! Noooo, you don't want weird glowing additional body parts, why weren't you more careful, you always hear the stories about over-ambitious mages fucking up experiments an-

You notice that you were starting to hyperventilate a bit, and make an effort to calm your mind. You just thought about these arrays as your own and you know you can do magic. That means you still have some memories, and that means you can most likely regain the rest, even though you'd rather forget about the Tainted. Ew. You sit down in the middle of the clearing and start meditating, focusing inward, on the thing that matters the most right now: You.

Welcome to a fully baked civ quest that won't be dropped a few days after running! I and some others have been working on this off and on for several months, and this will be the inaugural run of it.

Some key details...
- factions will be available after a few turns which will set up the, well, setting.
- race select will occur first followed by environment select
- world is custom built

There's an unspoken rule in Gotham City. If you stay out of trouble, chances are you're not going to run into him.

This isn't always true. A month ago I saw him, chasing down a poor idiot that had stolen a car. He never even touched the guy before the sap started crying. The Bat looked up at me and stared me in the eyes right before he took him. It was like nothing I'd ever seen before. I was silent then, but if I had the chance to do it over, I'd tell him

This quest's courses of action will be decided based on voting and consensus- we'll play it by intuition. Emphasis is on telling a good collab comic-book story, so creativity and write-ins are encouraged. The riskier (fail-possible) elements of the campaign will be decided with d20 dice rolls: 10 for situations only potentially failable, 12 for focus-intensive, 14 for legitimately difficult, 16 for intense will, 18 for feats of power and 20 for miracles.

An experimental quest thread.
You will control an individual, and then manage recruits through your leader. There is no omniscient management, you'll have to plan and be smart all on your own.

Your cult beliefs and doctrine will be shaped by your words and actions as you grow and tend it.

Everything will be chosen by a democratic vote within the first 5 minutes of posting. If you agree with someone else’s idea just reply to them and type "This". You can only vote once, and if you vote twice only the most recent vote will be counted.

There is no limits to what you can do, brainwashing, murder, torture, sexual assault, human trafficking, taking advantage of children, drug manufacturing and dealing, anything goes. But you will have to know where and when to do things like this, you wouldn't want a scandal now would you?

You are sitting in a boardroom. Now this isn’t even close to an unusual situation for you, but seeing as your time as just a special agent for the Federal Bureau of Investigation is coming to an end, you’re a bit nervous. There in the boardroom with you are four others. You know one of them well, that being the director of your office, John Fleming. He's an older man, and with his comb-over, thick-rimmed glasses, red face, and too-tight dress shirt that makes him look like he had been stuffed into his gaudy suit, makes him look more like some door-to-door salesman than the director of a field office.

The other three you don’t know in the slightest. Two of them look the leadership type, the kind who would send someone like you out to check out some godforsaken crime in the middle of nowhere, but the third, a somewhat fair-skinned elf, with his close-cropped hair and soft expression, just doesn’t have that kind of feel about him. He feels like a gentler soul to you. The kind of person who wouldn't dream of picking up a gun. The bulge of his holster in his suit jacket tells you otherwise, though. After a few more moments of looking over your file and the results from the selection process, the two coordinator-looking types look at your director, then at each other and nod, and then look at you.

“Well Mister Angier, I believe that you show that you are more than qualified. But, going over your files, I would like to reaffirm some things before we continue.” The older of your two interrogators says. He definitely sounds the leadership type. He’s got the kind of voice, the kind of tone that commands respect. The kind of tone that garners obedience.

He pauses for a moment or two, reading over your file a bit more before he looks back at you.

“So, after high school you...”

He nods and continues to read from your file.

“So, after enlisting, your MOS was...” He starts to trail off, reading further into the document.

“Oh-Three-One-One, Sir. I made a lateral move to Five-Eight-One-One after my first tour, Sir.” You answer.

He chuckles a bit as he skims through the records of your time in the service. There’s a good chance he knows what you’re talking about. Rifleman to MP. To your unit, it was a strange move, but as long as you were cool with it they didn't care and wished you the best.

“Says here you were part of the initial force that encountered Patient Group Zero. The ones who were involved in the Two-Thousand Eight Helmand Incident. Is that correct?”

You nod in response.

“Yes Sir. My unit responded to the report, Sir.”

"Mhmm," He mumbles as he reads some more. "You and your squad were involved in the initial skirmish, and after the area was secured and reinforcements were sent, you helped them contain and secure the area. Got a bronze star for that." He droned.

"Me and my unit, sir. We all got it."

Unlike The BoxCars, which was a glorified shanty of tents and steel homes, New Washington is a proper town built of organized streets, concrete homes, sewage, plumbing, even electricity harvested of Big Moutain itself. Its fields and lawns are green with soft grass and the saplings of trees that will grow alongside your blossoming nation, as you overlook your town from the presidential palace in the center of town, surrounded by your female companions who have all made you a father six times over. 3 girls and 2 boys, one of which is already almost 2 years old now, while the rest were born of the same month not too long ago.

But now, with a fully repaired alien scoutship and the key to dissecting and understanding more alien technology, you ever expand your reach in a bid to match the size and ferocity of your nearest neighbors.

The new lawns while very popular are cutting into your water supply. The Brain recommends finding ways to tap into nearby water sources passively, either perhaps Newberry Springs or the underground Mojave River.
