Culture is certainly part of it, but you cannot ignore the biological aspect entirely.

This is a hypothetical situation that can never be proven, but I'll try to illustrate.

If you took the entirety of a completely homogeneous society of white people, with a well-embedded culture, set, of values, civilization, etc. and somehow magically transformed their brain chemistry and biology to match that of black people, the society would slowly but inevitably decay. Unless some force manages to prevent those who are less capable of being civilized from reproducing. Unfortunately our welfare state practically promotes their worst examples reproducing at rates higher than the ones who SHOULD be.

Culture can certainly influence race in that it can promote the reproduction of those who work best within that culture, but you cannot ignore that biology existed before anything that we could call "culture".

Take America for example, long history of immigration, everybody fights, we have guns, most of us are pretty racist even though we talk about tolerance and equal rights. This is where you're wrong. Race, particularly skin color, is not a concept. You might be able to change your culture as an immigrant completely, but if you end up looking different from the majority, you're bound to either feel that you don't belong, even though nobody has been racist towards you or other people feel that you don't belong, and exclude you.

So what ends up happening is that people that can't mix due to their skin color or facial features end up making their own neighborhoods and self segregating, which can create all sorts of problems. Particularly in politics, when they don't feel that they're represented properly, and issues regarding their community aren't being fixed due to the majority having opposing viewpoints. This can lead to ethnic tension, even violence, or lead to democracy not functioning properly.
