It's not really related to welfare programs; it has more to do with the modern economy.

Blacks up through the early 60's could fit even their duller members into assembly-line factory jobs that were mindless but payed relatively well.

They had pocket money to spend at local businesses and services.

As the mechanization of factory floors took off, many of their jobs were simply eliminated, and due to their modest natural capacity for education, they were pretty much useless to any sort of post-50's economy.

The surplus unemployed males formed gangs, and the "penal reform" era of softer penalties in the 60's and 70's led to a crime explosion.

And so, here we are.

If the graph was based on MEDIAN wage instead of average then the lines would be virtually on top of each other, but pointing out that rich white old money are fucking over everyone equally doesn't help their narrative of racist oppression, so they use average to make it look like the average white person is much richer than they were 30 years ago, rather than much poorer.
