That will be a hard fought battle. Raqqa is heavily fortified, even with Coalition support, I expect there will be a lot of casualties. Throw in the fact that the Russian Air Force is active, Coalition support has not been as strong as it used to be.
Regarding the Iranian military, I don't expect them to be more than to man the checkpoints and free up ground troops for the SAA. Maybe some special operations work, but I don't see much else.

Not sure, but it seems like it's mostly been in the last 50 years or so, and especially the last 20. I think people have mostly encountered it used in political rhetoric in combination with descriptive adjectives in the past, and since these were usually "bad" things like "fascist" and "oppressive," the connotation eventually seems to have attached itself to the noun in popular use. The recent popularity of the phrase "regime change" for getting rid of governments we don't like is a major factor seems to have completed the shift.
My problem with its usage here stems from the fact that it's a democratically elected government, he did it fairly in front of international observers in 2014 so it's not like he had a gun to everyone's head when they voted.
