I've read similar chat logs. It's some HR person that screens applicants before sending them to the actual manager. They don't know anything about programming, they just have a list of qualifications and possibly knowledge questions that they need to get the exact right answer to, since they don't actually understand the context. They may as well be bots, but it's the way HR pretends it is important to choosing who to hire.

This is for an internship, but no, the hiring decisions are made by other people who are (hopefully) technical or at least who know enough about technology to make informed decisions. This conversation was probably the 1st step in a series of steps, and he was probably talking to some HR drone whose job it is to filter candidates based on, literally, the exact wording on their resumes.

I work for the government. HR _definitely_ does the hiring. They don't know anything about the actual work, the environment, and they're not even located in the same building, but they vet applicants, filter resumes, take part in interviews, and basically run the show.

Corporate world, HR provides 'candidates'. Except they don't even really do that, 9 times out of 10 the hiring manager provides the candidate they think will be good. Or HR contacts a 'sourcer' who is 'HR except not a total dildo' and they provide the resumes. HR then coordinates the interview process with whoever the hiring manager wants to take part. Then the hiring manager determines who they want, and HR basically works out the paperwork.
